Because in the future, the Pyrenees will be a space around which an extensive area of economic exchanges will revolve. Therefore, this project must be considered as a contribution to the creation of that Pyrenean space. Because in the Europe without frontiers, where we live, access for everyone, citizens and companies, must be provided to the transport network, eliminating the obstacles to transfrontier communications and balancing the flows between the communication axes and modes. Because in ten years the traffic through the Pyrenees will have doubled. In 1995 50 million tons of goods crossed the Pyrenean frontier, that is, around 11,000 heavy lorries each day, which is translated into 8 large-ton vehicles every minute, or 480 every hour. Because if the growth of the exchanges through the Pyrenees is maintained at the same rate, a saturation of the coastal routes is foreseen for the year 2010. The Railway Crossing through the Central Pyrenees will enable this axis to be optimized, building a real European goods transport corridor, which will permit a significant intermodal distribution, and invert the tendency of Spain, where only 5 percent of the goods is transferred by railway, whilst in Europe this amounts to 25 percent.
