ARTVISION project priority is the INTERINSTITUTIONAL and INTERACTIVE CULTURAL COMMUNICATION among Adriatic Countries. COMMUNICATING-Why? Human communication is what of most complex there is.Communication among people with different cultures is even more. An active dialogue among different communities is a challenge and an ambitious goal. But winning the challenge and reaching the goal of mutual understanding is the only way for integration and cooperation. The design methodologist Bernhard Burdeck used to say that the perception of uneasiness is the precondition of any project. The consideration that led to the development of this one comes from the need to assign a “shape” to this perceived uneasiness. And “the first shape that the perception of uneasiness can take is that of testimony”(G. Anceschi). In this case, we all are the witnesses, since we all cope with the uneasiness that the cultural gap produces. And the uneasiness grows where the lack of mutual knowledge allows prejudices, xenophobia and fundamentalisms. In this sense, we all are the final beneficiaries of arTVsion, as we want to know each other better and, by the innovative routes of creativity, would be able to learn visualizing and creating new worlds. COMMUNICATING-WHAT? Cultural innovative policies and contemporary art. Art has always been empathic, meaningful and immediate for overcoming barriers to global communication. For this reason, we want to make a strategic use of it for mutual understanding and cooperation. The necessity of this project is deeply rooted in the aim to consider the Adriatic cross-border cultural dialogue not as a final point, but as a starting one. ArTVision project wants to be a permanent thematic TV channel, using digital free sat communications technology and aiming to continue broadcasting its innovative contents beyond the end of the project. ArTVision will start from the creative confrontation of Adriatic decision-makers operating with cultural policies; it will go through the ability of analysis of young media operators; it will involve young artists; it will end disseminating art contents among at least four different countries, thus taking back needs and artistic expressions to those who, politically, create the context where growing and developing. Confident, we entrust to artistic production, to his aesthetic and ethic character, the ability of imaging a new world. "At the factory of the new world do not contribute the national cultures, but the differences and the otherness, the stories and personal experiences which migrant humanity bring in." (Luigi De Luca).Contemporary art has not to be seen as a game for the “happy few” but as a “catalogue of ideas” to be read by many, in order to learn how looking at the new models of the future world. Art is the “serious game” expressing itself on crucial themes: man, its essence and rights, natural environment, ethics and conflicts. Art is freedom of vision and expression in any spot of the planet and in any culture. Art is ontologically free. Art has always been a vehicle of ideas. It is the movie trailer of the great film of global change. Against any caesura, it overcomes barriers and borders of geopolitical and cultural stereotypes. What do you need in a moment of crises? To free creative mental energies, feed the thinking, see the world upside down and plan a new one. COMMUNICATING–HOW? – TV. The medium without the message does not exist. Why do we want to achieve our objectives using television? Because TV is the simpler answer to the need for free international communication. Because even from a sociological point of view, for its simplicity and low cost, TV is still one of the most accessible and appreciated mass media. It is the tool for reaching everyone. Why a thematic art TV channel? Because arTVision doesn’t exist yet, but we want it. Young generations of artists, which will design the channel, will make it in a beautiful and useful shape, never seen before
