AB Ülkelerinde İşletmelerde İş Güvenliği Uygulamalarının İncelenmesi

According to the records of International Labor Organization (ILO), the death risk average based on work accident of employees is fivefold less (0.1) in Europe while it is 0.5 in Turkey. (ILO Statistic Yearbook) According to the Turkish Republic National Occupational Health and Safety?s Policy Paper (2009-2013), the resultant economic loss is approximately 4 % of Gross Domestic Product (GDP), and it is estimated that the yearly loss is 48 billion TL.
According to the datas by Social Security Institution (SSI) relating to around 11 billion employees about work accidents and occupational diseases, 62.903 work accident and 533 occupational disease happened in year 2011. 1.454 of these resulted in death.
As to SSI datas, Natural Gas and Mining sector with 6918 accident and Main Metal Industry with 4621 accident take part among sectors which highest work accident happened in 2011. These sectors take part among intense sectors in Sivas region. According to the SSI?s 2011 work accidents and occupational diseases statistics, in TR72 area, it is ranked at the second in order of incapacity duration occured as a result of Sivas Work Accidents, and ranked at the third in accidents involving death and occupational diseases.
As to SSI?s 2012 October datas; from accidents involving death, 9 of them in Ankara, 8 of them in Istanbul, 6 of them in Sivas, 5 of them in Bursa happened, and Sivas takes part among cities in which the risk of work accident is highest. 82 % of these work accidents were ranged as one or more object compaction, deformation, stinging and cutting, run down due to object drop, fall of persons, accidents and explosions caused by machines.
In SSI supervisor reports, it is remarked that the main reason of work accidents and occupational diseases are arised from the lack of education of employer, administrator, specialist and employees at work about Occuputional Health and Safety, and increasing the education aimed at preventive actions is recommended. On National Occupational Health and Safety?s Policy Paper in 2009-2013 years, maintaining and enhacing the project and education works for small and medium sized enterprises are aimed.
Also with the recognition of 6331 Occupational Health and Safety Law in June 2012 for the purpose of harmonization to EU process, it is aimed to make up the deficiencies about this subject.
With the project at workplaces which the accidents determine the focus group in Sivas most frequently take place in industrial sector, it is aimed at contributing the occupational health and safety conditions to enhance and provide a level which can implement the precautionary and preventive actions about ISG investigating on site the good implementations at high standart and quality in EU member countries and using information and experience gained at the field.
With transferring the experiences gained by the project participants to the shareholders in the area, enhancing the occupational health and safety conditions, activating the services, increasing the capacity and hazard minimization that employees can be exposed are the expected result of the project.
With the workplaces which the accidents and industrial diseases most frequently take place in the industrial sector as a focus group, those who have authority and responsibility about enhancing the current occupational health and safety conditions, provide training about occupational health and safety, Civil Society Organization (CSO), Organized Industrial Site (OIS), Vocational School of Higher Education and the participants who work at public institutes and have qualifications as an administrator and a specialist are the beneficiaries of the project.
In Sivas, the participants of the project are consisted of 28 representatives, employees, specialists and administrators in total who are from public institutes that direct the establishments (Vocational High School), CSO (Vocational institutions) and private sector enterprises that operate in different sectors which the problems take place most frequently.
