Waste management as policy tools for corporate governance (WASMAN)

The project intends to promote synergies and disseminate good practices at transnational level among MED countries in the field of waste management governance taking into account specific problems of each partner area. Although the involved countries are different in terms of income, population, size and sectors, they have also similarities of challenges that can be tackled at regional level including: cost recovery and financial mechanism to promote revenue generation; lack of awareness among civil society on MSWM and procedures to encourage better behaviors; capacity of municipalities to manage and learn from other experiences to improve services and the need to promote and reinforce municipal commitment to deliver more effective Municipal Solid Waste Management services which are an integral part of good local governance and one of the most visible services influencing local perception of governance The project scope is to assist municipal governments to develop a more cost-effective MSWM system (zero waste strategy) and to enhance local economies incentivizing cost-effective initiatives of the product-chains and identifying niches for local enterprises. The exchange of experiences between Mediterranean regions and the diffusion of good practices related to waste management governance will help to achieve territorial cohesion and a sustainable polycentric development in order to face up environmental, economic and social challenges such as climate change. In particular new member states can profit of the exchange of experiences for accomplishing EU Directives on waste management while old Member States can benefit as well, since they are not exempt from waste problems. Achievements: State of the art of project implementation since the project startSince the beginning the LP established a strong quarterly monitoring system for activities and expenditures. Dissemination activities included the set up of web site, issue of leaflets, communication plans, e-newsletters, posters, articles, press conferences, DVD. Milestones consisted in: set up of WMPs issue of Multi Criteria Analysis guidelines, SOA report, MCA model, MSWM Plan, Best Practice Report, organisation of technical seminars, workshops, and trainings on MCA method implementation of pilot actions, signature of agreements with public/private bodies , issue of the Consumers' handbooks , Best Practices Report , Consumers'handbooks and Model Community Programme. Results: Improvement of partners and stakeholders' know-how on MCA methodology: Enhancement of participatory culture Exchange of information, data and approaches among partners Transfer of waste management models to other partners Enhancing of public awareness through dissemination activities and pilot actionsLatest project activities and outputsIn this reporting period the activities have been focused on finalizing the pilot actions and the last workshops, issuing the action plans, organise the national conferences and final transnational conference. In addition partners published the missing Consumer's handbooks and DEKA Trikalon issued the Model Community Programme including partners'contributions. The project web site was updated every week with news from partners, the last communication plan and the 3 issues of the newsletters. A technical seminar on MCA methodology was organised in Perugia with the participation of the French partner. 2 SC-PB meetings have been organised in Zaragoza and Perugia with the issue of the relevant minutes. Artciles of all reporting periods have been collected by FAMCP who issued the Press Release Report. Results: high visibility of the project involvment of citizens, proposals for decision makers through the action plans, enhancement of citizens'awareness on a correct waste management.Next key steps for the projectAll partners decided to continue the cooperation with the Waste Management Partneships aimed at improving the strategies decided in the respective action plans. They have foreseen the continuation of some pilot actions in other areas involving new actors. A common proposal will be submitted on the last MED call based on the results achieved.
