Crime and instability in urban areas emerge from a variety of factors, for example, economic decline; poor urban planning; pre-existing ethnic/religious divides; endemic organised or gang crime; tensions due to immigration; environmental disasters; etc. Such problems persist in many European cities and are likely to be amplified by the recent economic downturn. There is a need to identify and tackle these underlying problems as soon as possible to prevent undesirable security scenarios arising. Tackling such security issues requires actions which are interlinked in a complex way.In order to mitigate these undesirable security scenarios the task is to examine best practices in successful urban areas – especially those that already have managed a successful transformation - and thereby to develop a professional profile who can manage together with local policymakers security and safety concerns.In particular the aim of the project is to create a new profile and develop an international pilot course (PhD equivalent – level 8 of the European Qualification Framework) for Urban Managers for Security, Safety and Crisis Management.Skills and competences as well as learning objectives and subjects will be studied by the Partners (Training Centre and Universities) in order to produce a detailed characterisation of the profile expected and of the training paths to follow.A concrete implementation of the model will be studied through the collaboration of two governmental organisations which are part of the Consortium:- T.C. Konak (Izmir, Turkey)- SIFUE- DS (Bucharest, Romania)The collaboration with the governmental institutions will allow the Target Groups identified to benefit form the results expected through the opportunities for future traineeship and the implementation of specific guidelines.
