The background for the project is the declining interest in the European Union, and the lack of knowledge about the complexity of multi-level governance. There is a shortage of teaching materials suitable for primary schools. School textbooks have so far dealt with the EU from a geographical and cultural point of view. Most teachers have gaps in their knowledge of the subject. One goal of the project is to create a product which will work to counter these developments from an early age, and which will use political education to strengthen European citizenship. The target groups are primary school teachers, trainee teachers, and primary school children (year 4).The project offers a new sustainable academic content. It will begin with a workshop bringing together EU experts, teachers, students, and public policymakers. A teaching plan will be developed to promote active European citizenship. To give a tangible impression of the integration process, and to encourage children in their role as EU citizens, this will include materials on a specific case of legislation, with the various actors involved – the Commission, trade and professional associations, the Council of Ministers, the European Parliament – and the new method of concept maps. The expected result of the teacher training is that the teachers will have a better understanding of the institutional process of integration, and will be able to use the new didactic approach to make it clearer for their students. The new concept will be implemented and evaluated in around 15 schools. An online teacher handbook will be developed, describing the concept, the task descriptions, and the new teaching method. The materials (in German and English) and the teacher handbook will be made available on the project homepage and described on Facebook. The project results will be presented to the public at a final conference, which representatives of the Ministry, the municipalities etc. will be invited to attend.
