Transparency of officials’ generic competences and opportunities for developing them – examples of selected EU Member States

The overall objective of the project is to propose a solution which, when applied in the Europass Portfolio, will contribute the improvement of transparency and comparability of competences achieved by EU citizens, especially those working in or seeking a job in public administration. The specific objective of the Partnership will be to develop a unified method (in the form of a grid) for describing acquired generic competences and their levels, including social and organizational ones, which should be included in the Europass CV. A generic competences profile developed within the framework of the project financed by LLL-LdV Programme “The Effective Official and the Satisfied Citizen – Good Practices in a Modern EU State” will be used as a starting point. The partners will develop a common understanding of generic competences in public administration – their definitions, content and levels.An individual’s Europass CV should describe competences already achieved. Regrettably, the form of Europass CV neither provides a precise method for the self-assessment of the competence level nor ensures the comparability of competences. The unified method can help the ECV holder to assess the level of their generic competences and increase their transparency. The second aim of the project will be an exchange of experience in the area of training courses concerning their content and the development of the competences mentioned above . The best practices will be found. The Partners will prepare common descriptions of competences and skills to be acquired by participants during training courses offered by their institutions. The descriptions will include information on the level of competences which may be achieved by the end of the training course.
