The current economic and financial crisis deepens tensions on the labour market; youth unemployment remains high in our societies weakened by budgetary constraints; the need for highly-qualified workforce continues to grow. All those facts advocate for a wider and systematic opening of labour market and vocational training at the level of the “Grande Région” (Wallonia in Belgium, Saarland and Rhineland-Palatinate in Germany, Grand-Duchy of Luxembourg and Lorraine in France). Our European project, involving partners in France (Meurthe-et-Moselle), Belgium (Province de Liège) and Luxembourg, aims at providing our most disadvantaged pupils with the chance to get a vocational training in the “Grande Région” and to have their skills validated by all participating countries. Main objectives of the project are: 1 – to set up innovative practices as to improve education and training in growth sectors within the Grande Région. 2 – to cooperate with companies in conceiving the training curricula and thus bring them closer to the needs of the cross-border labour market. 3 – to pool resources and skills of the schools as to provide trainings fit to troubled young people. 4 – to nurture among the young people involved a feeling of belonging to the “Grande Région” thanks to mobility, learning of languages and discovery of different cultures. 5 – to develop tools for transparency, validation and recognition of skills and qualifications (in reference to the European Qualifications Framework). Expected results are : 1 - two cross-border training curricula, one preparing to professions related to helping people and one to construction trades. They will include : common training modules organised in each partner school cross-border modules that will be built on the strengths of each partner periods in companies. 2 – a student skills portfolio. 3 – a communication tool (liaison diary) that allows all the stakeholders to keep in touch and follow together the training on a daily basis. 4 – a cross-border program of cultural activities . 5 – an evaluation framework for the cross-border modules (based on ECVET and Europass). 6- a website to communicate on the project. The directly targeted audience of the project includes 72 students (two classes of 12 students in each of the 3 countries). They are students with less opportunities, most of them with academic difficulties, at risk of dropping out of school. It also includes some 40 teachers and school administrative staff, companies, professional chambers and the supervisory authorities of the partners. As for methodology, the project lasts 36 months and comprehends 3 steps: Step 1 – School year 2015-2016: exploration and analysis of the education systems of the partners’ countries, visits of the concerned regions, conception of the curricula and their tools, setting up of the project teams in each school. Step 2 – Experimental phase: two school years (2016-2018) of delivering the new cross-border training. Step 3 – A multiplier event aiming at assessing the experience and disseminating its results (June 2018). Impacts are expected on various levels. The young people involved during the two year-training will increase self-confidence, discover the cultures of the neighbouring countries and thus overcome their fear of mobility; they will be motivated to continue their education and their employability will be increased. Teachers will renew their professional practices. Training offers will better meet the requirements of business needs; companies and schools will work more closely together; learning materials suited for youth people with academic difficulties will be available. A network of partner schools will come to existence, grounded in mutual trust. In the « Grande Région », tools based on ECVET and Europass will be available, granting value to skills acquired in the 3 partner countries. Harmonization of trainings will ease youth mobility during education and future working life. The experiment should expand and serve as a model for other sectors. At European level, the project will demonstrate that it is possible to conceive common training programs in a cross-border region, which are recognized and validated by all stakeholders.
