Training Course for International Officers

The Training Course for International Officers (TCIO) of the Organising Bureau of European School Student Unions is a one-week-training aiming at creating synergies among youth workers in school student organisations from all over Europe. More concretely, the objectives of TCIO are the following: • Increase the participants’ interest and knowledge in European affairs, most notably in the field of youth and education; • Develop the participants’ sense of European citizenship; • Increase the capacity of youth workers in the field of education to take part in European-level debates and to influence its decision-making; • Equip the participants with transversal skills such as communication skills, negotiation skills, creativity, intercultural understanding, and entrepreneurship skills, which will help them in their transitions to the labour market. The policy-field of education is mainly a national-level competence, but the EU’s influence on the topic has been gradually increasing since the Maastricht Treaty and today there are several ways through which the EU is involved in education-policy. At the same time, young people all over the EU have a worryingly low rate of participation in the European affairs; seen very clearly in the low turnout in the recent European Parliament elections. In OBESSU we believe that the lack of involvement is not due to a lack of interest, but rather due to a lack of knowledge in the decision-making processes. The partner organisations in this project are all national-level school student unions, working with education-related questions on a daily basis. While these organisations’ knowledge in national-level policy is impressive, the corresponding knowledge in European affairs is unfortunately not always that high. By brining youth workers from these organisations to Brussels their interest as well as knowledge in European-level affairs will be greatly improved. The training course will gather 50 school student activists from all over Europe that are already involved in their School Student unions at local or national level and are aiming to become international officers in their home organizations or already in the position. The training will include a number of non-formal education activities, from small discussions to role playing or other non formal methodology. It will have an important peer-education learning approach as school students will form the team of trainers that will lead the training activity. The expected outcomes of the training will be a useful booklet with information about European affairs in the field of youth and education, (an easy-to-understand guide to the Erasmus+ Programme Guide), as we have identified difficulties among our member organizations to reach the information. As for the impact, we expect participants to end the training with developed knowledge on EU policy processes and decision-making structures as well as with developed transversal competences that will help them individually, but will also empower their home organizations. We expect participants to play a key role when multiplying the outcomes of the training to ensure a sustainable follow-up to it.
