Background:National and European employment objectives cannot be achieved without the active involvement of actors at the regional and local level. The idea of the project SolidarCity has been developed in continuity of 3 EQUAL Projects implemented during the period 2001 – 2006 by EFXINI POLI / Network of 30 Local Authorities and in collaboration with multidimensional partnerships all having experience in working within the existing employment policy framework and tailoring programs to local needs, influencing the employment development policy itself by becoming an integral part of policy design and appliance. Obectives:Main objective of the SolidarCity project, is to improve the effectiveness of regional development policies by enhancing the role and involvement of local & regional authorities and civil society in employment rate increase through exploring the parameters which burden the active participation into the local labor market and finding ways to create more and betterjobs at local level. SolidarCity will be dedicated to:exchange, dissemination and transfer of experiences, policies, strategies and Good Practices in the frame of employment rate increase, match less experienced regions with regions with more experience by involving partners from convergence, phasing-out, phasing-in, competitiveness and employment regions, set up and improvement of LED initiatives by ensuring inclusive labour markets, supporting the inclusion of those furthest away from the labour market, active involvement and networking of civil society with local and regional policy actors by fighting non inclusion parameters (establishment of banca tempo)and by forming solidarity groups of creating jobs. The synthesis of the partnership:less experienced regions (BG, RO, GR, IT) with more advanced regions (UK, FI) are matched and there are opportunities to broaden experience and to confront practices with different cultures and contextswhereas the proportionate involvement is shown through budget and activities.Local and regional actors (regional and local authorities, its networks and universities) will work together to develop a joint strategy and implement measures focusing on employment rate increase. Main Activities: Exchanging policies, strategies & practices referring to local employment rate increase, characterization and mapping of non active inclusion parameters, local dimension of more and better jobs, establishment of banca tempo, forming solidarity groups for creating jobs, establishment of "SolidarCity Pilot Houses. Outputs: good practices guides, policy recommendations, press & thematic conferences, comparative study, brochures, leaflets, newsletters, web site, creation of Banca Tempo. Results: transfer of good practics, positive influence in employment rate increase policies, improvement of civil society involvement. Achievements: SolidarCity launched up after consultations with Local Authorities and SolidarCity partners in order to form the core idea of improving the effectiveness of regional development policies by enhancing the role and involvement of local®ional authorities and civil society in employment rate increase through exploring the parameters which burden the active participation into the local labor market and finding ways to create more and better jobs at local level. In June 2010, the 1st Partners Meeting was organized by LP, in Greece,where the members of the Steering and the Technical Committees were appointed, discussed on the activities,timetable and budget, signed the Partnership Agreement and the Internal Rules Document, and together with the experts exchanged experiences, policies, strategies and Good Practices but also ideas,approaches&methodologies in the frame of employment rate increase arising form their country and their locality. Bilateral meetings with Region of Sicily(IT)&ATCM(UK) were held in July 2010 in Athens since the two partners could not attend the 1st TM held in June.A Working Group has been established on the thematic of local employment rate increase, on non active inclusion and on the role and involvement of local authorities& civil society aimed to lead to an exchange of experiences dedicated to the identification and analysis of good practices.The 2nd meeting took place in Belogradchik-Vidin-BG in 14-15/09 &Interregional Workshop with title Labour Market and Non Actve Inclusion in 16/09/2010 where 30 participants from 6 countries exchanged ideas, approaches, experiences & Good Practices. The 3rd meeting took place in Palermo-IT in 1-2.3.2011 coupled with two study visits in 3.3.2011 and precisely to A Banca Tempo and the Sicily Employment Service. which have been identified as good practices. In 19-24.09.2011 the 4th Meeting took place in Kajaani, Sotkamo coupled with one Interregional Workshop and 2 days of Study Visit.With respect to otheroutputs and results so far it must be mentioned that Solidarcity holds a multilingual web-site:www.solidarcity.eu. including interal forum ("extranet") and extra link for submitting important events in order to facilitate partners communication and exchange of ideas, a Manual of Corporative identity including logo and applications which was disseminated among partners in dvd and printed version, 1000 copies/ partner in 6 languages from each of the following brochures: 1 SolidarCity brochure, 1 Broch.on local employment increase, 1 Broch. on inactive citizens, 1 Broch. on Solidarcity Policy Groups,1Broch. on more and better jobs, 1Broch. on Banca Tempo, 1 broch, on Solidarcity Houses. Other outputs have been the Press Conferences implemented by 7 partners, Civil Society Organisations Guides produced in 6 languages and which consists a manual for local partnership managers, community leaders, town centre managers and local authorities, A Comparative Study aiming to identify the different ways of characterisation of inactive people (in 6 languages), A Study on the Role and Involvement of Local Authorities in the employment rate increase (in 6 languages), a Study on the role and involevement of local authorities and the civil society on the creation of employment, a guide on the establishment of Time Banks and 1TV Spot for sensisation has been also produced with subtitles in 6 languages by P6 and it is currently available on www.youtube.com, on Solidarcity web-site and on DVDs, 4 Newsletters and Establishment of 1Banca Tempo Working Group and 1SolidarCity Houses WG, a Focus Group in the European Employment Forum 2011 in Brussels 22.11.2011 to disseminate the project's idea.2 timebanks established in BG and GR and 2 Solidarcity Houses in GR and IT.
