The EU and Kazakhstan: Towards an Enhanced Partnership and Cooperation

Since obtaining its independence in December 1991 one of the major priorities of Kazakhstan’s foreign policy was establishing mutually beneficial cooperation with the EU. Located at the very heart of Eurasia between two major world powers such Russia and China, Kazakhstan considers the cooperation with the EU as a vital precondition both of its independence and sustainable development. The EU has also a strong interest in developing relations with Kazakhstan, a country that lies at a strategically important intersection between Europe and Asia and possesses large fossil fuel reserves. The EU strongly supports the sovereignty of Kazakhstan and is the major foreign investor in the country. Moreover, the EU facilitates the consolidation of Kazakhstan’s commitment to rule of law, democracy, fundamental freedoms, and free market economy, i.e. those values that the EU attempts to promote around the globe. Due to their mutual interest in each other Kazakhstan and the EU could establish partnership currently based on the Partnership and Cooperation Agreement of 23 January 1995 (PCA), which is expected to be replaced by the enhanced Partnership and Cooperation Agreement initialed on 20 January 2015.However, quality of the EU-Kazakhstan cooperation suffers from lack of knowledge and expertise in EU law in Kazakhstan. The project is designed to fill in these gaps through establishment of the first Jean Monnet (JM) Chair in EU law in Kazakhstan. The project’s outputs include the introduction of new teaching activities in EU law at undergraduate and master levels in Kazakh, Russian and English. The JM Chair will serve as an academic and educational centre and resource hub in EU law and European Studies in Kazakhstan. The project will impact enhancement of expertise in EU law among students, academics, experts and civil servants. The objective of the project is to promote interdisciplinary teaching and research in area of European Studies in Kazakhstan.
