Europe's current dependencies on imports of natural gas (and the willingness to delivery from its supplier states) have proven to be at valuable risk during recent years. When considering the projections of our growing energy demand during the next decades in relation to Europe's natural oil and gas resources it becomes clear that these dependencies will have tremendous pricing effects on our economies in the near future.Decentralized energy production from renewable resources - both, through the usage of biogas as fuel originator and as basic resource for feeding into the available gas grids - hold great and currently underdeveloped potential to reduce these dependencies and further foster Europe's leadership position within this key areas of innovation. The availability of established regional gas grids in connection with new biogas -, biogas cleaning technologies and -methodologies are key elements of combining current infrastructure with new application fields to further improve profitability of current biogas plants.Therefore, the SEBE project aims at a coordinated further development of biogas utilization, technology and transnational competence knowledge center within the CENTRAL EUROPE programme area. Different operating environments (legal, economical and logistical, technical), shortages on qualified and specialized human resources (planning, operation, support and maintenance) as well as several regional factors (e.g. available resources, logistics, or failed biogas plants from past projects) throughout the member states in the CE area form a challenging environment to work in. Achievements: The main goal of the project was to improve and use the overall biogas operating environment in a responsible way. Striving successfully for the achievement of this aim, the project could actively contribute to Priority 3 (Using our Environment Responsible) of the CENTRAL EUROPE Programme with the help of the following activities: 1. Knowledge generation and sharing: The project started with an analysing work, whereby the biogas landscape has been examined on 2 levels (national and transnational) and in 5 aspects (legal, economic and logistical, financial, technological, educational) in 8 countries (Austria, Czech Republic, Germany, Hungary, Italy, Poland, Slovakia and Slovenia). This unique collection of information has been also shared with the public via the established SEBEPedia (available in the Transnational Knowledge Management TKM tool under tkm.sebe2013.eu). 2. Building sustainable cooperation structures: The SEBE Network, the Policy Advisory Board and the project consortium itself are all planned as long-lasting structures. But the main cooperation structure of the project is the Competence and Knowledge Center (CKC) network, currently operating in 8 participating countries but open for further regions to join. 3. Strategy planning: The partners have set a special focus on common future planning that has been fostered by elaborating a Biogas Operation Environment Paper, an Educational Strategy, an Action Plan for Transnational Biogas Technology & Research and the Future European Biogas Utilisation Action Plan (FEBAP). 4. Regional implementations: The partners have carried out 14 pilot actions focusing on awareness raising, technology development and conceptual work. These pilots are regionally focused, but transnational connections generated further added value. The pilot actions focus on 3 main areas of interest: 4 of them deal with awareness raising (2 campaings in Poland and the Ukraine and several Traning courses in Italy and Germany, incl. educational materials); 4 deal with concept development (elaborating a feasibily study in Slovakia, concept of biogas usage and evaluation of existing biogas plants in Poland, and concept of conversion of biogas plant for grid injection in Austria), and 6 focus on biogas technology development and text runs in Italy, Hungary, Slovenia, Romania and Austria). 5. Online and offline visibility: The SEBE website (www.sebe2013.eu) and organisation of and participation in various regional, national and transnational events have ensured the right positioning of the topic biogas on EU-level.
