Supporting the Planning Process through Sound Administrative Procedures Project

The Malta Environment and Planning Authority (MEPA) is currently the regulating body in Malta for development and environment planning. Its principle aim is to ensure that land use and the protection of the environment meets the needs of today's local society and future communities. The Authority is working to ensure a quality of life that will be in harmony with the local natural, cultural and built environment. MEPA's Human Resources Unit has for some years been working on new initiatives whereby its staff is exposed to a new dimension of professional development structured on short working experiences abroad. This ensures that staff development within our respective fields is expanded, whilst providing them with a new dimension to capture knowledge, which they may adopt in the course of their work. The familiarity of our planning system with the British one tends to favour our choice of seeking UK planning agencies. MEPA is envisaging that its two participants job shadow their counterparts in City of Edinburgh Council and try to absorb any innovative procedures/processes/practices with a view to taking them up locally. Due to the genre of the work involved local training is rather limited and may not always be relevant. When the sent participants are at the host Organisation, the reversal is also applicable. Host participants may take this opportunity to seek exchange of methodologies and ideologies. For this Project, two staff members from within the Corporate Services Directorate, ( a non core Directorate), namely; administrative personnel (ICT, Human Resources, and general administration) who provide administrative support functions to the Organisation as a whole, are being proposed. Through targeted training, sharing of experiences and dissemination of knowledge the Project will enable MEPA to continue successfully implementing any planning/environment related Reform in line its planning reforms in line with the Government’s commitment. 1. Monitoring and becoming conversant with general management aspects, incorporating budgeting, management of financial plans, project planning and general administration of Section/Units, primarily to the planning and enforcement processes. 2. Identification of how these processes may be developed locally (MEPA). 3. Exposure to different technologies and systems that the Council might use in its support of the planning, building control and enforcement functions, with special focus on the ICT back-end infrastructure, back office systems (processing of applications, monitoring and enforcement cases), on-line support systems (e Gov initiatives), ICT usage policies, networking, user and security monitoring, tele-working implementation and support, business continuity and disaster recovery. The training will be based on a hands-on, job shadowing approach, with the participants being directly involved in the daily running of the host organization. Following this experience, the participants will be required to drawn up a Report and prepare a presentation to all MEPA personnel. This will make room for exchange of ideas. Moreover, participants will be required to evaluate their experience and the benefits derived to MEPA.
