Strengthening the capacities of the chambers and partners to help SMEs to engage in apprenticeship

Project aims at strengthening the capacities of all project partners to provide support for SMEs already engaged or planning to engage in apprenticeship. In Croatia an insufficient amount of vocational learning is provided in real work environment in enterprises. Employers indicate that the competencies acquired in the traditional education system are not adequate to the competencies required that may be the reason of low levels of youth employment. Companies, mostly SMEs, are not actively engaged in providing work-based learning due to the lack of resources, low appreciation, or other reasons. While ongoing educational reform is emphasizing wider implementation of work-based learning model, there is no institution in Croatia which could act as a one-stop point for SMEs interested in apprenticeship. The Croatian Strategy of Education, Science and Technology from 2014 foresee participation of chambers and relevant stakeholders in measures dealing with the VET, especially in implementation of work-based learning. For implementing the intended measures, the organizational development is necessary i.e. collaboration and capacity building through partnership to develop, formulate, implement and review a sustainable program for SMEs interested in being engaged in apprenticeship. It means the establishment of Apprenticeship Advisors (in project partners) and SME Mentors in enterprises. They will be trained to assist the SMEs in legal, administrative and logistical issues with apprentices acting at the same time as a link between interested SMEs and potential apprentices. Criteria for SME Mentors will be developed considering the required teaching and pedagogical competences. Chambers have direct access to SMEs and can respond to their needs and obstacles they are facing in apprenticeship. Project contributes to raising VET mentors capacities and ensuring high quality support for their work and professional development as well as enhancing VET attractiveness and relevance.
