Noise can be defined as any unwanted sound that negatively affects work or rest, having a proven negative overall effect on quality of life and particularly on health. Physically, noise represents sounds of various intensities depending on the conditions in which they appear. In view of the complexity of its influence on peoples health, noise has been identified as one of the main environmental problems in Europe. Hence, noise protection is one of the objective goals of the EU policies. Directive 2002/49/EC of the European Parliament and European Council enables the definition of actions for avoiding, preventing and reducing the basic detrimental effects, including the discomfort when exposed to the environmental noise.Being a EU member state, Hungary has valuable experience in addressing the problems related to noise. The partnership will be set up between the cities of Baja and Novi Sad, each of them developing as a result a strategic noise map and relevant noise protection action plans to guide noise reduction activities in the future.
