The aim of the operation is to increase the regional competitiveness of local businesses by using strategic intelligence methods and tools to identify, profile and monitor innovative clusters. The proposal intends to significantly increase the level of access to strategic information available to the targeted clusters or potential clusters. In terms of good practice, the different experiences of the partners in the fields of strategic intelligence and clustering is a real asset, as is the diversity of the sectors targeted. Achievements: Achievements so far Started in 2003, the project STRATINC aims at developing methods to animate clusters, to raise their awareness on the relevance of strategic intelligence and to promote foresight and co-opetition by setting common tools and methods to identify their needs in strategic information. It reunits 6 regions from all over Europe. The partners have working hard together to identify the common tools and methods applicable to clusters. They choose first to head towards their regional enterprises involved in clusters and ask them some questions. The result of these surveys has been discussed during local meetings and then during global meetings regrouping all the partners. Secondly, the partners have decided to meet very regularly to discuss of the overhangs of the project To have a higher scientific guarantee, a commitee reunited specialists of Strategic Intelligence and clusters was created. Progressively, the partners identified 4 tools and methods to help the clusters: benchmarking, foresight, knowledge management and economic intelligence. After this observation, the partners have disseminated their results and organized conference with local stakeholders to compare the results with the reality of the economic life. Dissemination is an important aim of STRATINC (according to the application form). During the 3 years of the project, the partners have organized various events: local meetings, 2 sensibilisation days dedicated to foresesight and benchmarking and a final conference in Brussels to explain the results of the project and disseminate the good practice identified. These events were successful and contribute to sensibilize the regional stakeholders to the importance of cluster building and the tools we have indentified. Moreover, some leaflets, brochures were created and the website of STRATINC is constantly updated. STRATINC is a perenial project because there is a 'STRATINC method' now, consisting in the use of the 4 tools identified, the association of local stakeholders and politicians, the necessary awareness of the importance of working together, all that to build innovative and sustainable clusters. To make the 'STRATINC method' available for general public, the partners have decided to write a blueprint highlighting the uses of Strategic Intelligence in cluster policy. The partners worked together to write this document, dividing the work in package to allow every regions to talk about what they know the best. Various meetings were organized to put all the information together and to insure the coherence of the document. Finally, the partners are proud to edit a 60 pages document with relevant information and advices for who would like to create an innovative cluster. Thanks to the effort of all the partners, the document is available in English, French, German and Spanish !
