The P-Scales is a competence based assessment framework, designed to provide a means of monitoring the progress of learners with Special Educational Needs, who were not able to access the mainstream qualification. It provides a ready made structure for certification. In the UK, The Learning Machine Ltd has devised a low cost system of certificates based on the P-scales so that learners with Special Educational Needs can have their achievements formally recognised in the same way as their mainstream counterparts.Aims of the project: 1. To transfer the innovative methods and technologies for low cost certification that provides progression routes to European Qualifications Framework (EQF) qualifications for learners with Special Needs, especially those with disabilities. 2. To transfer greater understanding of the design and methods for assessing competence based qualifications structured in units of learning outcomes.3. To test and evaluate the attractiveness of outcome based qualifications for learners with Special Needs, especially those with disabilities. 4. To support progression to the EQF with a VET e-learning programme for learners with SEN based on ECVET principles5. To lower barriers to formal qualifications for learners with SEN, especially those with disabilities. ConsortiumThe key players in the consortium from ES, UK, NL, BE, BG, CZ haD specific interests and expertise in supporting equality for learners with SEN and disabled learners. Each member of the consortium has worked with at least one other member in previous or current projects. They represent a broad range of organisations and a good geographical spread across Europe. Outcomes of the projectThe project has supported the establishment of P-scale certification as a transnational provision, on the same footing as mainstream EQF qualifications. This is necessary to support Articles 13, 125-130, 136-145 of the EC Treaty and Directive, 2000/78/EC (the “Employment Equality Directive”). The longer term aim was to achieve national level accreditation for a new qualifications framework, although it was possible to do it within the timescale of this project. A fully recognised certification framework under-pinning the EQF based on P-scales was the long term goal and this project started the process by transferring the innovative certification programme from the UK to partner countries.
