SMOC-Soft Open Method of Coordination from Prevalet

The task assumed is to promote policy learning and transfer processes among RegionalGovernments in some policy areas where their interest will be higher. Such processesencompass quality and effectiveness improvement of regional policies through activetrans-regional cooperation around Europe. Moreover they support mutual institutionallearning on innovative policy measures and their transfer into other Regional systems,where feasible. This is made possible due to the effectiveness of the Soft Open Methodof Coordination (SMOC) model elaborated through the already tested action-drivenresearch worked out by EARLALL and a group of Regional Governments (www.mutuallearning.eu). The prototype has been elaborated in the framework of the Leonardo daVinci project named Prevalet/Policies for Regional Valorisation of Education andTraining. The core objectives of the proposal are to maximise the achievements of thePrevalet accompanying tools and to support transfer of VET/LLL practices amongRegions. As to the first objective, free access to the website and the multilingual onlinesupport devices will be maintained so as to the database with information on policymeasures developed in restricted policy areas and related background documentation(i.e. mobility, youth employability); Ad hoc search engine with regional web pages onlifelong learning; Online multilingual specialized Terminology with some key wordsagreed by partners in their main contents for facilitating communication spoken andwritten among specialists, decision-makers, policy advisers and users in EU regions;inter-regional agreements (English/national languages) for cooperation in some policyareas. As to the second objective, the strategy is to promote inter-regional bilateralagreements in specific policy areas concerning policy transfer among Regionscommitted. SMOC device will then support the development of policy learning andtransfer processes and the analysis of their effects and results in terms of enhancingRegional innovation and quality in several fields through the scientific systematization oflearning and transfer. The impact envisaged is in terms of promoting cooperativetransfer of innovation in lifelong learning policies; improving the virtual support servicethrough their utilisation by Regions.
