The theme of the valorisation of cultural resources in the territories of Europe was mainly handled by the administrations with a safeguard, according to paradigms that consider a culture a good more patrimonial that profitable or at most as a subordinate resource in key of tourism valorisation. The role of culture in the process of implementation of the Lisbon strategy goes far beyond tourist entertainment: it can be a potential engine of economic development, a key determinant of the competitiveness of the territories and a factor of cohesion and competitiveness for the Europe. The purpose of this project is to adapt to the different contexts where the partners are expression, the complex model developed in the field of the project Interreg IIIc "Sigma 3C" as a diagnostic and training tool. The privileged testing ground will be of the Molise Region territory, promoter of transfer project, which has adopted since 2007 a plan for cultural development that aims to make the culture an engine of local development, within a framework of cooperation between subjects belonging to the territory that constitute the cultural network of Molise Region. The partnership that will develop the project, in addition to the Local Autorithy to the Culture of Molise Region, includes Eurobic South Tuscany, a company controlled by the provincial Administration of Siena that deals with community planning long range from many years; the remaining components of the partnership, from Eìdema Academy, are agencies that cooperating for a few years in the field of the Leonardo da Vinci programme and in the area of transnational mobility and that, thanks to this activity, have developed relationships and synergies with local enterprises and local institutions that makes them the subjects most appropriate for the actions of awareness and dissemination of project results. Crearte is a PME working in the field of training and of consultancy in the sector of cultural management and has been involved in the partnership thanks to the presence of Integra Consultoria. Tangible results of the project will be: documents of analysis, diagnosis and SWOT of the cultural sector for each partner territory Proposal for a local plan for the cultural sector Final Dossier of collection of documents produced during the project and comprehensive reports concerning the interviews and focus groups with cultural operators. Proposal for the integrated training plan for the cultural sector Intangible Results will be: the development of skills by the part of the cultural operators operating in the territories of the partner countries especially towards the concept of culture as engine of local development the development of a platform for sustainable cooperation that encourages the reflection on the strategies, on the structures and on the tools of development of the cultural industry. to stimulate the programming of local actions in the cultural sphere in line with the approaches of the developed model. The expected impact concerns so, on one side the boost of the skills of the cultural operators working in the contexts taken into consideration in the project; on the other side the development of a cultural policy that takes as reference the results of the project. From this point of view is very important the role that will carry out in the project the Administration of Molise region who intends to use the results of the project to give shape to its role as governance of cultural regional sector.
