All 9 involved SCINNOPOLI partner regions are already fully aware that only the existence and regular application of a impact assessment system will allow a continuous improvement of the need oriented regional innovation policy with the aim to increase the firms and regional competitiveness, to create new high quality jobs and thus to increase the regional welfare.SCINNOPOLI is a Capitalisation Project based on the insights and Good Practices of 4 interregional projects on Regional Innovation Policy Impact Assessment and Benchmarking (Specific Support Action Research and Innovation activity area, Sixth Framework Programme) and further Good Practices of the partner regions in impact assessment of regional innovation policy. The partnership consists of 9 regions from 8 countries spread over Europe with a good mixture of advanced regions and catching up regions. All partners are involved in the development of their own regional innovation policy as being theRegional Operational Programme managing authority or an intermediate body with full support of the respective ROP managing authority confirmed by a signed letter of support for SCINNOPOLI.Therefore, all partner regions will implement/improve their impact scanning activities directly within their Regional Operational Programmes according to the regional action plan which partners will jointly develop with the interregional partners with strong involvement of the own managing authority and further stakeholders of its region.The work programme over 24 months is characterised by an intensive interregional exchange (8 Training Sessions, 9 Study Visits combined with 9 Transfer Workshops, minimum 9 Staff Exchanges, 9 Regional Contact Points) among the partners about the current system of scanning the impact of the regional innovation system as well as about already identified and acknowledged methodologies in monitoring, evaluation and impact assessment.This approach will facilitate the development of these regional action plans which will be approved by the ROP managing authorities at the end of SCINNOPOLI.The SCINNOPOLI Recommendations on SCanning INNOvation POLicy Impact will be published at the end of the project summarising the experiences of the partner regions in learning from each other and the joint interregional elaboration of the transfer action plans with the show cases from the 9 partner regions.The SCINNOPOLI consortium is open for the stakeholders and intermediaries in the partner regions and also to other European regions for further exchange and the dissemination of the SCINNOPOLI results by organising promotion workshops in the partner regions, hosting two conferences with invitation of observer regions, releasing a brochure, 2 newsletters and setting up a website which will remain available for a minimum of five years after the closure of the project. Achievements: The signature ceremony for the 9 Regional Action Plans (RAP) during the final conference in Györ/Hungary in November 2011 was the highlight of the SCINNOPOLI project and is documenting the overall success of the project. It was not an easy task for the SCINNOPOLI Partners, to run a comprehensive and realistic SWOT analysis of the impact monitoring system for the regional innovation policy, to identify those Good Practices from the partner regions which can be imported and create added value in the own region and to gain regional consensus about the overall RAP concept, single measures and the allocation of the required budget and human ressources for the implementation of these Regional Action Plans. But finally all Regional Action Plans were finalised in time before the final conference. 6 out of the in total 9 SCINNOPOLI RAPs were signed by the respective Managing Authority of the Regional Operational Programme and/or the public authorities responsible for regional innovation policy.In all partner regions public authorities incl. the ROP MAs and regional stakeholders have been invovled in the RAP elaboration process - without this strong regional engagement it would have been not possible to gain these results. The 9 Regional Action Plans are indicating an allocated budget for implementation of the described measures of nearly 16 milion € for the time period 2012 till 2020 financed by regional, national and/or European mainstream funds. The described RAP measures will affect instruments of regional innovation policy with an overall budget of approx. 1.7 billion € in the 9 partner regions within the time horizon until 2020. Thus the leverage effect of the RAPs is approx. 106 for affected innovation policy budget in relation to the RAP budget.The SCINNOPOLI publication "Policy Recommendations for monitoring and evaluating the impact of regional innovation policy" highlights the lessons learnt during the 2 years project run time. The publication also describes the applied SCINNOPOLI Methodology and Transfer Process as well as the 20 provided Good Practices for monitoring regional innovation policy. The Policy Recomendations were presented at the conference. You can download the Policy Recommendations via www.scinnopoli.eu/downloads/Policy_recommendation_print_version.pdf . Partners have also developed a simple web based tool for selection of appropriate monitoring and evaluation Good Practice instruments from SCINNOPOLI partner regions according to individual needs of the users. The target groups of this online application are regional authorities responsible for regional innovation policy and its monitoring and evaluation, but also intermediaries being involved in the managementor evaluation of single innovation programs or state aid schemes.4 questions for identification of appropriate monitoring instruments with the pre-defined answers (multiple choice) are used:• What is monitored?• What is the level of monitoring?• When do we monitor?• What are the target groups / the beneficiaries?The user can answer the questions in any combination. The user can also leave the answer for single questions open.The tool is available on the SCINNOPOLI website under www.scinnopoli.eu/Results.html.
