European Union Commission strongly recommends constituting a railway area grounding on the integration of mutual serviceabilities of the national railway systems until the year 2020. Within this context; together with the structural changes and structural reforms in the railway sector, experienced in the European Union member states, technically harmonization process of the European railways has been commenced. In addition to construction, commissioning, development, rehabilitation, operation, and maintenance of the railway systems, European Union (EU) is also supporting the harmonization process, with its directives published in the fields of training, qualifications, certification, and security of the personnel, who make contribution to this operation. Railway investments of both the European countries, and our country to be made in the coming years, shall bring together the employment of a considerable number of railway employees. The number of the employees working in railway construction and maintenance in our country and in many EU countries shall be more in the future, and more railway infrastructure companies shall find a place for themselves in the market. Increasing work mobility of the employees to be experienced among the railway operators, shall further increase the demand for personnel qualification. In order to meet the need for qualified personnel in the railway sector, Railway Construction and Maintenance Personnel National Professional Standards and Qualifications have been prepared in Turkey in accordance with the European Qualifications Framework (EQF), and published by the Professional Qualification Institution. But, an education and documentation system in compliance with these qualifications has not been constituted in our country yet. The e-RAIL Project aims at preparation of the instruction schedules directed towards the railway maintenance personnel, which are compatible with the European Qualifications Framework (EQF) and in compliance with national professional qualifications, and e-learning based implementation of these instruction schedules. Within the context of the project; studies shall be made aimed at preparation of the training modules, constitution of the e-learning materials, realization of the pilot applications, and transmission of the new approaches acquired through the project to the national and international decision makers and policy makers. The project is in a structure with 4 partners from 3 different program countries, at it shall take 2 years. Özet (Türkçe) Avrupa Birliği Komisyonu 2020 yılına kadar ulusal demiryolu sistemlerinin karşılıklı işletilebilirliklerinin entegrasyonunu temel alan bir demiryolu alanı oluşturmayı şiddetle tavsiye etmektedir. Bu bağlamda; Avrupa Birliği üye ülkelerinde yaşanan demiryolu sektöründeki yapısal değişimler ve yapısal reformlarla birlikte, Avrupa demiryollarının teknik olarak uyumlaştırılması süreci başlatılmıştır. Avrupa Birliği (AB), demiryolu sistemlerinin inşası, hizmete konulması, geliştirmesi, yenilenmesi, işletimi ve bakımının yanı sıra, bu işletime katkı sağlayan personelin eğitimi, nitelikleri, sertifikasyonu ve emniyeti konularında yayınladığı direktifler ile uyum sürecini desteklemektedir. Hem Avrupa ülkelerinin hem de Ülkemizin gelecek yıllardaki demiryolu yatırımları, önemli sayıda demiryolu çalışanının istihdamını beraberinde getirecektir. Şu an ülkemizde ve birçok AB ülkesinde demiryolu yapım ve bakımında çalışanların sayısı gelecekte daha fazla olacak ve daha fazla demiryolu altyapı şirketi pazarda kendine yer bulacaktır. Demiryolu işletmecileri arasında yaşanacak çalışanların artan iş hareketlilikleri personel yeterliliğine olan talebi daha da arttıracaktır. Demiryolu sektöründe nitelikli personel ihtiyacını karşılamak için Türkiye'de European Qualifications Framework(EQF) uygun olarak Demiryolu Yapım ve Bakım Personeli Ulusal Mesleki Standart ve Yeterlilikleri hazırlanmış, Mesleki Yeterlilik Kurumu tarafından yayınlanmıştır. Ancak ülke içinde henüz bu yeterliklere uygun bir eğitim ve belgelendirme sistemi kurulamamıştır. e-RAIL Projesi, demiryolu bakım personeline yönelik olarak European Qualifications Framework(EQF) ile uyumlu ulusal mesleki yeterliliklere uygun eğitim programlarının hazırlanması ve e-öğrenme tabanlı olarak uygulanmasını hedeflemektedir. Proje kapsamında; eğitim modüllerinin hazırlanması, e-öğrenme materyallerinin oluşturulması, pilot uygulamaların gerçekleştirilmesi ve proje ile elde edilen yeni yaklaşımların ulusal ve uluslararası karar verici ve politika yapıcılara ulaştırılmasına yönelik çalışmalar yapılacaktır. Proje 3 farklı program ülkesinden 4 ortaklı bir yapıda olup 2 yıl sürecektir.
