Prissm - Promotion of Integration in the planning and provision of social services within local authorities through municipal staff vocational training- A Lever for Local Development
Social services are often delivered at the local level, as local institutions are thought of being in position of having more specific knowledge of local conditions and, therefore, can respond more directly to local needs. According to EU, for such a response, social services must be comprehensive and personalised, conceived and delivered in an integrated manner. This integration involves not only the supply, but the planning as well. For the implementation of integration it is crucial these services to be changed to learning organizations and employees to acquire the necessary skills and knowledge, in order integration functioning to be accomplished. These skills are mainly managerial and administrative with a strong emphasis on cooperation and coordination. This project involves the standardization of all key components of a training course on integration for local authorities, which could be adapted for use by local authorities or other public bodies in all member states. This standardization includes:a)The trainers’ training course;b)The trainees’ training course;c)The production of training material for trainers as well as trainees;d)The issue of an implementation guide;This project also seeks to address the improvement in quality of the municipal, administrative and functional, system of planning and providing of social services which will have a positive impact not only to the system but to its users as well.The Consortium has a strong local administration component, since it is consisted of a private consulting agency for Local Administration bodies, two municipal authorities in Greece and Lithuania, one legal entity constituting the first digital city in Greece (e- trikala) and a network of Mediterranean cities. In the Consortium are also taking part a French University with expertise on Local Government and a Health and Social Care trust that has been offering integrated services for many years.
