The organisation ROUDEL is situated in the French department of Aude, second poorest departement in France, where there are neither industries nore universities and where the territory only lives from agriculture and tourism. The unemployment rate is one of the highest in the country : 14% at the end of 2013, which is 4 points higher as at a national level (source : National Institute for Statistics and Economic Studies (INSEE)). Youth unemployment is a real issue, the Misson Locale (Youth Job Center) in Narbonne, ROUDEL's local partner, has recorded a 75% increase of its visiting figures within 5 years.
The target audience of this project is a very fragilised audience due to past failures and/or disadvantaged sociocultural situations, they are often facing inequalities and even discriminations : young people from underprivileged neighbourhoods, young people with Northern African origins who encounter the narrow horizons of a small rural town. In order to tacckle the problems of social and professional integration as well as the lack of youth mobility (lack of cultural tools, fear of going abroad and differences, financial problems), the organisation ROUDEL proposes to 21 young people from the departement of Aude to do a discovery work placement in Germany for 8 weeks, in October-November 2015 and 2016 in Dresden and in March-April 2016 in Hamburg.
The aim of this action is to build and/or reinforce professionnal and training projects and to gain competences on diverse levels too (social and interpersonal skills, technical skills), and especially to reinforce social and professional autonomy. Such an experience will also foster the fact of wanting to live together, improve adaptation capacities and regain self-esteem for those young people who don't have an easy life path. Furthermore this action aims at creating a Europe, via social and professional integration, which needs all young people and not only student elites.
Before those mobility activities, preparation workshops will be organised about different topics: writing a CV and a motivation letter in German, risks at work, risk behaviours when travelling abroad, civic spirit and respect in order to have young people question themselves about their citizenship and the fact of living/coexisting together. Moreover linguistic workshops will be offered about basic vocabulary, which can be used in everyday life, and technical vocabulary linked to their field of work and tasks they will achieve. Those workshops will use a specific pedagogy which is called "linguistic animation" (pedagogy and methos developped by the French-German Youth Office) which includes a certain number of methods which tones down grammatical errors for the benefit of communication and which can be adapted to any language. Those active methods are particularly well adapted to this target audience since they are totally different from the one used at school, they are mainly used at speaking and they value the participants inputs who enjoy learning and feel valued.
In order the complete the preparation workshops, other more general learning activities about the hosting country and city, cultural and intercultural elments and current issues linked to the national news and more generally to Europe will also be offered. This extensive work will enable the team to work with the young people about their representations and preconceptions they can have about German people or Germany. In this way the learner will be able to better comprehend the question of diversity, meeting new people, multiculturalism and its cultural wealth.
This preparatory work will be memorised in a travel notebook which will, with an evaluation grid, enable the partners to measure the impact of mobility for the learners who will have gained competences on social and professional levels. In the medium term, access to jobs will be eased for young people. If we think about young people working in the food service industry, the region being a bit touristic, an experience abroad will make the difference and this youngster will easily be hired as a seasonal worker.
On a long term basis, after many experiences as a seasonal worker, eased by the the experience abroad, the aim will be to make that job durable. On a long term basis the organisation ROUDEL aims for offering more mobility activities to that a kind of audience, increasing its partnerships at all levels in oder to mobilise more stakeholders on the issue and offering trainings to other operators who can implement such projects themselves in order to ensure a multiplier effect at a local level first and then a regional one.
