Demographics and human capital are increasingly recognised as key factors for the future of Europe and yet they have been widely neglected both by academics and EU policy makers. This module on Population and Human Capital Policy in the EU aims to provide a comprehensive review and a detailed analysis of the different public policies that have been implemented in the EU, both by national and EU authorities, ranging from the parental leave directive to the common migration and asylum policy or the EU’s loan guarantees for master students, to influence the quantity and the quality of their populations. In so doing, this module introduces the concept of an emerging EU policy on population and human capital. The University of Iasi is in the capital of the NE region of Romania, the second poorest in the EU (GDPpc of 29% of the EU average), on the Moldova and Ukranian borders. Romania also faces dramatic population changes, with massive outward migration.With 60,000 students and a young generation of teachers and researchers, Iasi has the potential to contribute to and benefit from this initiative. This module would fill a gap in its current offer of EU studies and would also be the first Jean Monnet teaching activity in the department of political science and international relations.The module will consist of 112 hours divided in two courses that will be compulsory in selected master programmes and optional to any other student, including the other universities of Iasi (engineering, architecture, medicine). The outputs will also include deliverables, such as a textbook, a website, open educational resources (Moodle), research (two journal articles) and a number of events.The outcome will be measured by the number and diversity of participating students and the improvement of teaching and research, the impact of the publications, and the catalysing effect of the initiative.
