Immigrant communities face two linguistic problems. The use of the language of the immigration country is not obvious and thus for better to live in daily communication, communities tend to grouped in towns or neighborhoods and continue to use their language as speaking community feel. It is also to keep the link with the roots or the family of the country that language remains useful, if not essential, even for the younger generations. This linguistic duality raises issues of inclusion. The school, socio-cultural structures normally play a role in facilitating social inclusion.
The problematic remains on this mission to ensure a well-lived between the official language complementarity that will be essential in the social and professional inclusion and all these many minority languages, which correspond to deep cultural values and references in respect of compliance with the diversity, must be defended. Europe and most countries have legislative frameworks that protect these languages. But there is often a difficulty in the perception of these populations in minority language by those in use, one of the major languages (Spanish, French, English ...). Indifference and contempt towards immigrant languages, feelings and xenophobic and racist attitudes can be expressed.
The community radio stations can play a fundamental role in the survival or recovery of these languages that maintain the link in the communities and to promote a better understanding between communities. Some do in many ways, but always with a vocation of public service, public education and awareness of the wealth that gives Europe this diversity. If they do not know how, they do not risk it. For many listeners community radio is one of the few links with the native language outside the home and private use. Radios, media par excellence of speaking, practice actions of animation and non-formal and informal education: radio language courses, small dictionaries, reading comprehension songs, programs in languages of immigration translated etc ...
The project "Inclusiondes" aims to work on the one hand to enhance the languages of immigrant communities and facilitate on the other hand a positive attitude of the general population. This type of mission cannot be completed effectively without mastery of specific knowledge, skills and attitudes. We cannot improvise in this area even with the purest militancy, animator, educator and, accordingly, trainer. There is a human know-how that is totally different from ordinary skill of the radio hosts. So radios need to better train their employees and volunteers to better fulfill this function in society. This training will positively impact society in what is perhaps more fragile and will directly benefit the populations of the areas concerned, but more those skills or better controlled, will be transferable to other players in other territories.
"Inclusiondes" will focus on the corner of identity values, roots, tolerance, desire to know the other. The partners will make an observation and analysis work on 20 sites and 11 experimental produce radio programs: 10 programs on their territory with the involvement of communities and a common multilingual program produced as part of a transnational meeting. . The interest is not only in radio production act itself, but in the work of analytical procedures in place and observations made during the performance of radio broadcasting and perspectives of participants. The work of the radios will synergize with that of linguists and associations working for social inclusion in the defense of these languages, seeking such as objective that the majority population is more receptive and respectful towards minority languages while promoting the inclusion of minorities.
All these elements will help build a good practice guide entitled "Knowing how to use radio to promote social inclusion through the recognition of minority languages of immigrant communities." This guide will be shown in the Annex by the emissions during the action and critical analysis. The product guide will be brought to the attention of European radio stations by national and international organizations, at national and international meetings and will be downloadable and usable free of all rights.
