According to „The Estonian Lifelong Learning Strategy 2020“, the main attention for the new development period at Haapsalu Vocational Education and Training Centre is focused on the following principles - changed approach to learning, the learner’s individual and social development, implementing the digital culture into the learning and teaching environment and the equivalency between the specialities and the needs of the labour market. The changes in the approach to learning presume a new knowledge from both - the school management and the teachers. One of the most considerable possibilities of gaining new knowledge is learning from the experiences of the other countries.To provide the learning quality in accordance with the contemporary requirements, the school needs to gain extra knowledge in organizing the learning process, extending the cooperation between the teachers and implementing the effective use of modern digital technology. The staff of the vocational school needs to gain new experiences in using the modern active learning techniques and teaching materials, work-based learning and the new forms of collaboration which effectively support the reforms in the learning conceptions.For achieving it the school has started a project “Enhancing the learning process by supporting the teachers’ competence developing and cooperation”. The aim of the project is to modernize the learning process and raise the competency of vocational teachers in the light of the change of the new approach to learning. The activities during the 12-month long project period (June 2016 - May 2017) are planned to take place on two levels: 1) The mobilities of the school staff, including the vocational teachers, to European vocational schools to gain knowledge and get experiences how to improve the updating of the learning process and assure the quality of organizing the module and project-based learning; 4 1-week mobilities to 4 partner schools (Finland, Denmark, Spain and Germany) with 4 participants in each mobility (altogether 16 participants). 2) The practice of the vocational teachers in the partner companies of our partner schools to complement their skills and competences linked to their professional profiles and gain awareness of the modern trends in their specialty; 6 2-week mobilities to 4 partner schools (Finland and France)The participants in the mobilities are the Heads of Departments, Head Teachers and Vocational Teachers. The criteria for choosing the vocational teachers is the desire and willingness of the teacher to improve his/her knowledge and professional skills and competences.In the wake of the Project the quality of the teaching-learning process has improved and the cooperation among the teachers has risen. Implementing the module- and project based learning and integrating it with professional training has enhanced the quality of the skills of the students. The improved cooperation between the school and the companies has helped to build trustworthy and transparent relations and the new competences of the vocational teachers make the Vocational Education more contemporary, popular among the youth in the region and serve the needs of the labour market. The teachers, who have taken part in the project have improved their competency in foreign languages, increased their motivation and their satisfaction in their daily work.
