Navigable inland waterways are a significant feature of many regions in NWE and major contributor to economies and the environment. Due to increasing pressures on resources. there is a need to develop and implement innovative models such as for financing and maintenance. ICT and e-services have become important considerations for strengthening the attractiveness and efficient management of waterways. The creation of high capacity TEN-T network is supported through ICT developments. thanks to the EU River Information Services (RIS) Directive (2005/44/EC) and Platina. which is the implementation platform for the EU Naiades programme for inland waterways. However much of this development has gone into the larger waterways of class IV and above.Numericanal's overall objective is to strengthen the management of smaller dimension waterways that provide a transport function and/or feed into the TEN-T network through innovative ICT-based approaches and tools. Numericanal specifically aims to: -Identify and analyse existing good practices and possible new approaches and services. taking account of the needs of waterways users and managing authorities(WP1) -Develop and pilot the provision for ICT-based information for users. based on mobile technology(WP2) -Develop & pilot new technology-based approaches to promoting navigational safety. including the management of potential conflicts between commercial & leisure users of the waterways(WP3) -Develop & pilot appropriate ICT-based waterway control & management systems(WP4) -Evaluate the pilot actions. taking account of feedback from users and roll-out the results / lessons learnt to other regional waterways throughout the NWE area (WP5). Development of the use of ICT on the smaller waterways will result in improved safety. better management of water resources. better services for waterway users and improved efficiency & effectiveness of waterway management. It also helps them to report any incident, accident or 'near miss' that they have witnessed or been involved in while visiting or using waterway sites in these countries. The information boaters and skippers give will help waterway managers to investigate the cause of the problem, minimise the risk of it happening again and where practical, remove potential hazard.The development of Safeguider is a co-production of Voies navigables de France (VNF), Canal & River Trust (UK) and Varen doe je samen!, the safe boating project of Waterrecreatie Nederland. All safety junctions in France, the UK and the Netherlands have been defined and described.
