Heritage is a major factor in relation to cultural identity, the development of regional economies and tourism. In the event of a natural disaster, all elements of heritage are affected as a result of there being insufficient adapted and/or preventive strategies or emergency plans. In order to be effective, emergency measures must be carried out at regional level and in close cooperation with the different concerned parties and decision-makers: local authorities (towns, regions and states), risk prevention experts (hydrogeologists, seismologists), intervention services (fire brigade). It is in this context of prevention that five European regions have decided to collaborate in order to anticipate risks and preserve the richness of their heritage. Overall objective / Objectif général NOÉ aims to raise awareness among all local representatives by means of organised regional actions. It aims to develop an innovative and multidisciplinary approach, in order to establish an interregional operation to protect heritage from damage and aid intervention efforts in the event of a disaster. These strategic instruments, cooperatively developed and inspired by conclusive research from all partners, will be issued and disseminated to be implemented in other regions. Expected results / Résultats attendus The actions and sub-projects carried out in the framework of the NOÉ project will enable: • better transregional cooperation; • the optimisation of professional expertise; • skills transfer between the regions; • the development of assistance tools for professionals carrying out prevention plans in the event of damage; • the dissemination -through the use of NITC- of data that is required to superimpose a risk map on a heritage map in risk areas; • the establishment of adapted communication systems; • the organisation of in-house and distance training networks using NTIC; • the organisation of intervention brigades for mutual assistance between regions.
