New programming period 2014 – 2020 brings significant changes within the Common Agricultural Policy (CAP) (based on two pillars) which will have a serious impact on economy especially of larger beneficiaries. Capping of direct payments mean a reduction of payments for larger beneficiaries because they – due to economies of size – do not require the same level of unitary support for the objective of income support to be efficiently achieved. A system for large beneficiaries has been introduced where the support level is gradually reduced and ultimately capped to improve the distribution of payments between farmers. Such system should however take into account salaried labour intensity to avoid disproportionate effects on large farms with high employment numbers. In addition to this, Member States were obliged to establish some criteria in order to avoid abusive operations by farmers seeking to evade effects of capping. The CAP reform brings a new component within its first pillar – the “greening” which ensures that all EU farmers in receipt of support go beyond the requirements of cross compliance and deliver environmental and climate benefits as part of their everyday activities. All farms should deliver environmental and climate benefits through crop diversification, permanent pastures and grasslands maintenance and through ecological activities while cross – compliance still underpin direct payments. The reformed CAP and its new components are bringing new challenges and risks, too. In order to avoid payments cuts and financial losses in farms, it was necessary to prepare actors in rural areas to take these changes through interactive educational programme. This programme: - enables farmers to have a complex preview of the new Common Agricultural Policy; - encourages unemployed and rural youth in running own business in rural areas; - prepares agricultural advisors to provide high quality advisory services for unemployed and young people who want to become young farmers and for farmers who need advises in specific fields of environmental protection, food safety and animal welfare (in compliance with the new CAP) in order to avoid direct payments cuts as a consequence of negative control results; - provides a simple access of disabled and marginalized people through its interactive and easily available content.
