NATIONAL AUTHORITIES FOR APPRENTICESHIP : COMPANIES AS SUSTAINABLE PARTNERS FOR APPRENTICESHIP IN GREECE AND CYPRUS

Today, a broad diversity of apprenticeship systems in EU Member States exists. Some countries benefit from well-functioning apprenticeship systems while others’ systems require improvements. EU Members States have apprenticeship systems which could be characterised as mainly company-based. However, the distribution of company- and school-based training in main national programmes varies greatly: from 66-90% of company-based training in Denmark and 60% in Germany, to only 20-30% in countries such as Greece & Cyprus. These last two countries predominantly have school-based vocational systems. This is due not only to lack of financial and organizational support, but also to lack of experience and know-how. Main objective of the proposed project is to identify and evaluate innovative applications in existing apprenticeship systems of countries such as Germany, in order to develop regulatory tools for intra-companies learning apprenticeship systems and thus motivate the participation of Greek & Cypriot companies to act as learning venues in them. To achieve this target, experts in Greece & Cyprus will primarily specify the sectors that provide comparative advantages to these countries and project the future demand for professions/sector and their training needs. In such manner and by the guidance and recommendation from VET experts from Germany, modern intra-companies learning processes following a proper training of staff-trainers will be designed. More specifically, by using the research results about the current situation of business and labour environment and focusing on its specific problems, experts from Germany are going to provide specific guidelines and processes for adapting the learning processes to best practices. The methodology guides will concern apprenticeship regulations, train the trainers, requirements for companies (in order to become proper training venues), requirements for examination and certification procedures. Moreover, the project aims at improving matching procedures among apprentices with companies and companies with the VET schools/training centers through the establishment of small networks. The primary target groups of the project outcomes are Greek & Cypriot agents involved in VET and responsible for qualification/training/assessment/quality assurance. They will benefit from the transfer of knowledge and the quality assurance mechanisms, which they can use to improve their own apprenticeship system. Project’s beneficiaries will be also apprenticeship providers, Champers & Social Partners, VET trainees, unemployed and of course companies. Trainees in VET will benefit from the improvements regarding quality assured training offers, increased attractiveness of VET, more visibility of VET, increased transparency, mutual recognition of VET qualifications and apprenticeship from different national VET systems. Apprentices will have the opportunity to improve their skills and competencies making one step forward to employment. Finally, enterprises will benefit indirectly: by the reduced time in selecting the proper trainees and the guarantee of future long- lasting collaboration with its personnel due to best training procedures. Moreover, the combination of old personnel’s experience with the new knowledge of young trainees, guarantees sustainability to companies. All target groups will be reached with the materialisation of a wide dissemination plan during the whole project.
