Resource efficiency means to use the Earth's limited resources in a sustainable manner while minimising impacts on the environment. The European Union must use natural resources in a more convincing manner and the answers must go beyond existing policy actions. The situation within the central Europe area is even more alarming, since productivity in most of the countries joining the EU after 2004 has remained static or even decreased. Two major barriers for exploiting the potential for resource efficiency in products and production processes can be identified. First, enterprises and especially SMEs are not aware of their resource utilization, real costs of pollution and the related (cost) reduction potential as well as ways on how to improve the situation. Secondly, SMEs have problems in financing necessary investments in eco-innovations in order to exploit their potential to increase resource efficiency.The potential for increased resource efficiency, especially targeted at SMEs, will be in the focus of the project PRESOURCE. It aims at increasing resource efficiency in the production sector of central Europe by promoting transnational incentives for eco-innovations. Achievements: The CENTRAL EUROPE (CE) project PRESOURCE aims at making SMEs of the manufacturing sector more resource efficient. 2 major barriers for exploiting the potential for resource efficiency (RE) can be identified: a) SMEs are not aware of their resource utilization, real costs of pollution and the related (cost) reduction potential as well as means to improve it b) SMEs have problems in financing necessary investments in eco-innovations in order to exploit their potential to increase RE To overcome them PRESOURCE aims at: (a) Improved in-house capacity (managerial and technological): The EDIT VALUE tool shall enable SMEs to identify and exploit within their own organization potential for increasing the RE of the production process and products (b) Improved knowledge and mechanisms for risk sharing and for financing eco-innovations in SMEs. (c) Improved framework conditions: We want to enable policy makers, intermediaries and multipliers in CE to respond to the EU Roadmap. In a first step for the development and piloting of the EDIT VALUE tool (Eco-innovation Diagnosis and Implementation Tool for Increasing the Enterprise Value) project partners collected and analysed in a transnational process existing tools that identify and exploit the potential for RE. This relates on one hand to tools to be applied in the production process and on the other hand to tools concerning the entire life cycle of the products themselves. Furthermore the partners conducted a survey among manufacturing SMEs (mostly via direct interviews) based on a jointly developed questionnaire. Based on the best elements of the identified tools and the input from the SMEs partners developed an integrated methodology for the EDIT VALUE tool covering the full management pyramid and thus creating an instrument that is entirely SME-driven (opposed to tool-driven instruments). In parallel a training programme was drafted that was tested towards the end of 2013 in an internal training. In the field of financing eco-innovations in SMEs the partners managed to conduct so far more than 80 interviews with public and private investors throughout CE. While this process has absorbed a lot of resources and time (most interviews were held face-to-face) it has produced a remarkable insight and understanding of the perception of RE (and the related investments) of the different players in the financial market - a quite unique outreach to the financial sector! This insight is used in the development of a financial guideline for SMEs as well as an indicator system for the actors in the financial sector. It is also used for building the Competence Platform for RE in CE, which will provide the RE community in CE with a one-stop-shop with the most relevant information on RE stakeholders and activities in each country. In the course of the transnational dialogue on RE the first transnational workshop on institutional support schemes/structures was successfully held in Budapest.
