Start date: Jul 1, 2014, End date: Jun 30, 2016 PROJECT  FINISHED

The project supportеа the main activity of State Enterprise "Bulgarian-German Vocational Training Centre" (BGVTC) - providing vocational training for acquisition of professional qualification of unemployed and employed persons aged 16 years and over, as well as training for the acquisition of key competences and methodological training of trainers of adults. The implementation of trainings in all these areas was actually dealing with many challenges, among which ensuring the quality and increasing the attractiveness of vocational training for adults came to the fore. In this context quality and attractiveness meant the acquisition of adequate professional qualification which is recognized in the labor market. Pursuant to the strategy for development of BGVTC and to the priority objectives of Erasmus + Programme the objectives of the project were through training seminars, by transfer oriented exchange of expertise and observations of field work, organized together with partners with proven experience from Germany and Austria - to create conditions for supporting the professional development of the staff in the BGVTC State Enterprice and integrating innovative and attractive practices and methods in order to increase the quality of training - to increase the capacity and attractiveness of the organisation as training provider recognised and certified from the National Agency for Vocational Education and Training and from the Employment Agency - to extend and intensify the international dimension of the organisation establishing new, sustainable contacts with partners, who have rich experience in the field of training and networking with business, social partners, local authorities and other stakeholders - to search pathways for reinforcement of synergies and transitions between vocational training and employment, between formal, non-formal and vocational training for adults. Trainers working in BGVTC have many years of experience and competences in adult education in various professional fields and are specialized in working with groups of disadvantaged people. Dynamic changes in the economic development over the last decades and in the financing of the social system, however, faced them with new situations and partially modified tasks. They had to work in extremely heterogeneous group of trainees - age structure of 19 to 56 years olds involved in the same training course, formal education structure of completed sixth grade to university education, a wide variety of former life and work experiences, different interests and motivation. This required continuous updating not only of the specific vocational training according to the trends of development in the relevant sector, but also of the methodological and didactic competencies of trainers, as well as continuous upgrading and improvement of their key competencies. There were difficulties also with the proactive relationship between VTC and the labor market, which is needed to realize a learning based on the requirements of the business. This task is more in the responsibility of the managerial staff of the head office and of the branches, which is charged with ensuring the framework conditions for the work and development of trainers, with providing high-quality up-to-date information and frequently with performing and consulting functions in regard to the trainees. The implementation of training was planned within 24 months by means of four streams of 10 participants each (totally 40 mobilities) in four experienced partners in Germany and Austria, but one mobility was not implemented due to force majeure. The emphasis - methods for motivation of activity and responsibility for one’s own life through training, trainings as an opportunity for active exchange of views and implementation of new ideas, student-centered learning, work in national and international networks. Forms: discussion, observation, subsequent discussion, "World Café". The project led to more confidence of trainers in carrying out their responsibilities. The increased confidence of trainers in the teaching process in accordance with the specifics of the adult learners supported the success of the trainees, promoted improvement of the quality and innovativeness at the system level through the dissemination of best practices and contributed to the increase of attractiveness of vocational training and to the promotion of mobility in general. The intensive work with new partners with extensive experience strengthened the international dimension of the enterprise and opened new perspectives for all target groups.
