Main road 866 leads to Russia through the Kuusamo border crossing point. Th e road is 46 km long and it bears logging traffi c from Paanajärvi in the direction of Finland. Th e road has been improved along several diff erent sections since 1995. Th e improvement work was completed to prepare for the needs of traffi c crossing the border when the Kuusamo border crossing point was to become international. Th is application was in reference to a fi veand- a-half-kilometre Jussinpuro–Pahalampi section. Th e project included improvements to the alignment and structure of a road section with demanding soil composition. 50 percent of the projects funding was received from the European Regional Development Fund, 40 percent from the Ministry of Employments administrative branch and 10 percent from the Oulu Road Region and Ministry of Transport and Communications Finland. Achievements: Construction began on Nov 3, 2003 and the completion date in the contractor agreement was Sept 30, 2004. The project was mostly completed as stated in the contractor agreement. Roadway markings were the only thing still being completed during the first week of October. The project receipt inspection was completed in March of 2004.
