Until the late 20th century, European integration was focused on creating internal conditions for peace and prosperity, with the US providing protection from outside threats. But now, 25 years after the Cold War’s end, external stability has become crucial to Europe’s internal stability and integration. In a globalized world, global forces have flooded into Europe, bringing with them profound challenges for EU governance and the management of finance, trade, migration and integration. Simultaneously, the EU has become a crucial global actor, with a profound impact on the world economy and global security. Yet there has been little systematic research conducted on this new chapter of EU integration. As one of the leading centers of Europe-related teaching and research, the University of California, Berkeley (UCB) is ideally positioned to conduct pioneering research on the internal and external challenges of a “Global EU.” Research conducted within a Jean Monnet Centre will add value to EU studies by harnessing UCB’s commitment to the study of Europe and the EU and direct its considerable resources toward developing knowledge on the EU as a global actor. We therefore propose a project adopting a new, three-pronged interdisciplinary approach to “Global EU” with research and education focused on: 1) The EU and the Future of Global Trade and Investment, 2) New Threats and a New European Security Architecture, and 3) EU Management of Global Challenges in Europe.
