The project “e-Health for Regions“ aimed to create modern health care systems by building up modern structures and implementing e-Health solutions to make ‘health for all’ possible. Thereby the project partners contributed to optimise the cross-border medical care and to improve the quality of medical care.The European healthcare systems have to deal with the rising demand for services in addition to limited budgetary conditions. Additionally, the gap between rural and urban areas in the Baltic Sea Region regarding accessibility to and quality of healthcare provision lead to unbalanced living conditions. Therefore, the regions need to ensure that citizens in both urban centres and peripheral areas have the same access to healthcare services. The project “eHealth for Regions“ therefore focused on the joint effort to solve these problems through promoting eHealth as an instrument for regional development.The project partners advanced the integration of Information and Communication Technology in healthcare structures and processes in the partner countries and across borders. According to the basic idea to ”move the information and not the patient” eHealth allows all involved actors in healthcare and patients to connect with each other over distances in a more cost-effective way.The project was structured into four work packages: Structures and processes (WP1), Network and business model (WP2), Technical aspects (WP3) and Pilot implementation in the field of telecardiology (WP4). Within the framework of “eHealth for Regions“ the partners exchanged knowledge and best practice experiences, developed transregional strategies, tested and implemented eHealth technologies. The findings and solutions were transferred to other European regions and contributed to the modernisation of European health systems.From June 2004 until June 2007 the 17 project partners from regions covering almost the whole Baltic Sea area co-operated in the main fields of eCardiology, eRadiology, Exchange of Patient Information and Ferries with Tele ECG at the Baltic Sea. The project partners commonly implemented and tested ehealth applications in these fields and gained valuable information about the feasibility and the added value. The health care actors and patients in general gave positive feedback on the use of ehealth solutions. In some of the partner regions the financing e.g. of the further implementation of the Tele ECG is already ensured while other regions are having discussions about future financing after project finalisation. The Tele ECG solution will be implemented in future e.g. in Region Skane, Gdansk and at Ferries in the Baltic Sea. The Exchange of Patient Information should be extended among network partners in future.As support of the project “eHealth for Regions“ a Political Strategic Board was formed in November 2005. This board consists of representatives from the highest political level in the partner regions in 6 Baltic Sea countries which strengthen the co-operation between the Baltic Sea Regions in the healthcare sector. The Political Strategic Board signed in May 2007 a network agreement ensuring the organisational, management and financial sustainability of the eHealth for Regions network as of July 2007 after project finalisation. A report with the title “eHealth as a Facilitator of Transnational Cooperation on Health” was published. The purpose of this report is to, in the context of different ongoing initiatives and developments in the area of eHealth, reflect ideas and experiences on how eHealth can facilitate and be the necessary tool for transnational co-operation on health. Achievements: Exchange of ehealth experiences and needs in the regions: The national healthcare systems, networks and e-health solutions were analysed in the partner regions as basis for co-operation possibilities and needs in the field of ehealth. The pathes of treatment, workflows and e-health integration at the partners were compared and described. In order to analyse the regional needs regarding ehealth solutions a survey was carried out in 5 countries including doctors, nurses, decision makers, patients and the public.International Political Strategic Board: At the first board meeting in September 2005 with representatives of the highest political level in the regions a letter of intent for lasting co-operation of the partner network was signed. In May 2007 the Political Strategic Board members signed a network agreement in Stockholm, Sweden, laying down the basis for the sustainable network co-operation. They agreed on a management structure with Executive Steering Committee and Management Secretariat and ensured the financing of the network management by the regions.Organisation and business model: The model for the lasting cooperation of the ehealth for regions network was developed. The model was accepted by the Political Strategic Board in May 2007 by signing the network agreement. Contacts to potential investors and universities are held to find cooperation possibilities.Co-operation fields are defined and implemented, i.e. Exchange of patient information, eRadiology, GIS with medical information and Supporting the implementation of a web-based electronic health record. The strategy development for e-health based co-operation among the partners is completed and will be further developed int he sustainable eHealth for Regions network.Pilot implementation in eCardiology: The pilots are implemented in Region Skåne, Kaunas and Lebork, where home nurses and patients are equipped with mobile ECG devices which send data to local heart centers. The evaluation is completed.Dissemination: Project brochure, press information and articles and different presentations of the project and the network around the project and political board meetings in the partner countries realised. The common international conference with Baltic eHealth projects was held in May 2007. The presentations are documented at the conference website (www.ehealthconference.info). A section about achieved results is added to the website www.ehealthforregions.net/results. A film about the eCardiology pilot in Region Skåne is published.
