Installation of a network of Indicators of abundance and colonization on the european Eel (Anguilla anguilla) in the south of the central part of its distribution surface (INDICANG)

INDICANG is a project to maximise both knowledge and the transfers of know-how, with a pooling of this knowledge and know-how among the actors of the administration of eel resources. The project has the aim of slowing the loss of eel populations on the coasts and in the rivers of the Atlantic Area. Plans for restoration of the species will be put together at the level of each river basin. These plans include a policy of regulation of fishing and of management of the environment (with a policy of recolonising wetland zones, and fitting dams with equipment to facilitate the migration of eels). INDICANG foresees the setting up of a network to observe the developments in the indicators of abundance making it possible to appreciate the effectiveness of the restoration plans that have been developed. Achievements: • The project has involved different stakeholders: professionals, scientists, regional authorities, management administrations and technical structures, who have pooled their knowledge and expertise. This has enabled us to consider the problem of restoring the eel from different viewpoints to help the administrators define their development plans more completely. • Collective elaboration of several products which have been validated in seminars, workshops and symposia: technical reports and drainage basins, teaching kit, newsletters, methodology guide (site QUAE http://www.quae.com/fr/livre/?GCOI=27380100847860) and sanitary guide (Indicang website http://www.ifremer.fr/indicang/). The methodology guide has been used as a base for certain national restoration programmes as required by the European Eel Directive. • Implementation of a network of information frequently visited (100,000 visits in its 3 years in existence) which has led to wide dissemination of knowledge, from a very well referenced website, beyond the sphere of the people directly involved. • Implementation of a network to monitor abundance indicators, • National and international symposia, • Implementation of a network of websites in the central zone of the area where the species is found, implementation of a network of structures likely to ensure the continuation of the resource monitoring and its exploitation, creation of a database and a method for designing indicators and tables required by the administrators to assess the effectiveness of the restoration programmes. This has served as a basis for defining the French programme for restoring the eel as required by the EU (recommendation of a good practice guide at European level), • Creation of a website and numerous films, • Implementation of an animation structure at each drainage basin allowing for ascending and descending knowledge transfer between the different administrators.
