The knowledge economy which emerged in the 1990s established a solid connection between economic indicators and the innovation performance of regions. Moreover, innovation indicators, which are often established at the central level, are never sufficient for an understanding of the rapid changes which take place at the local level. The authorities and other bodies that are responsible for local development have the same needs everywhere: to develop a comprehensible set of indicators which is capable of measuring the extent of innovation; to provide a suitable methodology to analyse a territory; to make all the required information available to local agents; and to instil awareness in local agents in order to increase innovation. Overall objective / Objectif général Innodec aims to create a network between the Public Authorities in order to define new instruments to quantify the level of innovation within local systems of businesses and their transfer throughout all the interested territories.The exchange of experiences related to support for innovation between the various authorities will facilitate inter-regional cooperation and create a common demand for new indicators to assess the level of local innovation. Expected results / Résultats attendus The expected results of the operation are: definition of demand for new measurement instruments which can be adapted to all contexts; individualisation of new innovation indicators which take into account variables that had been previously considered; cooperation between the partners and the dissemination of the project in the partner territories and on the European level; Facilitate communication within the partnership; new instruments to define good actions at the local level geared towards the Lisbon objectives; improvement of the actual analytic capacity of the systems of enterprises in relation to innovation and competitiveness; co-sharing of public decision-making with social and economic agents at the local level; cooperation between local Public Authorities and between Public Authorities and the scientific world; participation of Public Authorities in regional and European programmes geared towards innovation.
