Implementing Alpine Governance Mechanisms of the European Strategy for the Alpine Region (AlpGov)

Description (EN): The AlpGovs’ main objective is to support effective and efficient EUSALP implementation in a systematic transnational approach through designing and testing appropriate governance structures and mechanisms mainly on the level of Action Groups (AGs), at the same time to create synergies with the other EUSALP implementing bodies General Assembly and Executive Board and further institutional actors in alpine policy, thus directly addressing Specific Objective 11.1 of the ASP. AlpGov addresses tasks of the EUSALP AGs as outlined in the recent EC paper on EUSALP governance, particularly developing actions and projects which help to implement the Action Plan, clarifying appropriate funding schemes, facilitating policy discussion by involving of relevant stakeholders, managing knowledge and flow of information internally and externally, creating dialogue and visibility and ensuring to respect cross-cutting issues and horizontal aspects in policy making. AlpGov shall support these tasks by establishing a joint transnational EUSALP governance framework: Setting up of harmonized mechanisms to run the single AG including joint participation models for the civil society, developing a joint knowledge management (technically by using the same digital platforms, content wise by providing, using and capitalizing harmonized data and information also for monitoring, reporting and evaluation purposes), mapping of institutional frameworks, actors and funding schemes for projects and actions as a basis to prepare policy decisions and to further develop policies, identifying and promoting project/actions which have high leverage effects and help creating ownership and awareness. AlpGov will be the frontrunner in establishing overall governance structures for European Macroregional Strategies (MRS) with the help of a transnational European Territorial Cooperation programme and has therefore high potential to produce long term effects and to serve as a blue print for other MRS. Expected Results (EN): Level of application of multilevel and transnational governance in the Alpine Space Expected Outputs (EN): AlpGov turns a political will of states and regions for transnational and multilevel cooperation in the scope of EUSALP into practice. As the projects starts simultaneously with the EUSALP implementation, outputs and deliverables of the project will produce long lasting effects: Structures and procedures for thematic implementation, knowledge management, funding schemes and project development will be closely linked to the policy level and therefore set the course for new cooperation models.
