ICAN Academy : La jeunesse s'engage par le désarmement humanitaire

Since the late 80’s, new disarmament processes have taken place in Europe to end the proliferation of indiscriminate weapons.. A new approach to disarmament has emerged, defined as humanitarian disarmament, promoted by international organisations and civil society. One of its key feature is the participation of civil society and youth in security process as partners of States, groups of States like the EU and international organizations.
Using opportunities like the International Youth Meetings for the Culture of Peace in France (2011) and the Nuclear Abolition Week in Europe (2013) and other actions such as the ICAN Action Academy (2014) supported by the Youth in Action Program political leaders, experts and scientists are committed to strengthen this approach of humanitarian disarmament as part of human security by reinforcing the commitment of the youth.
The young applicants involved in this project are willing to strengthen peace and security in Europe and in the world, through promoting a humanitarian disarmament approach for nuclear weapons. The youth willing to implement their vision of peace and security, need to acquire the skills and abilities to unable them to influence NGOs, civil society, political actors and the EU ... They wish to strengthen in the meantime their professional skills in international relations and security.
The project will strengthen the expertise and involvement of young people from three European geopolitical sub-regions likely to establish a common vision of European security:
- France and the states with nuclear weapons
- Serbia and the Balkans facing the consequences of the wars of the end of the 20th Century.
- Turkey and Middle East facing new conflicts and risks of proliferation of nuclear weapons.
This cooperation between the three European regions will enable an intercultural and intergenerational approach and mutual benefit through the implementation of best practices.
The project supports the joint development of security and disarmament policies through cross-learning process, revitalization of social and political organizations by pooling together different approaches:
- youth and students at risk of dropping, young socially or culturally disadvantaged, looking for new motivation and commitments.
- civil society must organizations interested by these issues new
- Political actors who need to hear the call of youth
- Popular education leaders and scientists to open collaborative education methods.
The project is based on the convergence of actions/actors:
- development of skills and validation in action
- education and expertise carried out by NGOs and academic skills provided by Universities and research centers.
- Equal participation of the various participants to pool together their expertise to promote their common goal: the humanitarian disarmament.
- Intercultural exchanges between young people and politicians in the 3 European regions.
The project is organized around three aspects of training and actions:
- A first group of 10 young Europeans from 25 to 30 years per country identified both for their integration needs and their commitment. This Steering Committee will include as much leaders and experts in order to build together knowledge and commitment. It is also supported by the goal of training for project engineering and understanding of public policies and international relations through four training seminars by country, regular national and European meetings using virtual communication means. The work methods aims to foster the acquisition of writing, expressing, collaborating and IT. A skills assessment system will support the 30 youth who develop and lead the project.
- A second group of 50 youth and 50 experts per country will benefit from training and action for young people, NGOs and politicians. They will participate in a three days training seminar in each regions. It organizes and benefits from the spread of co-developed methods through a round of seminars and conferences for young people, politicians and experts.
- All the youth mobilized will engage in a process of advocacy toward NGOs and political actors in order to influence stakeholders on security policies.
Virtual and physical mobility will be at the heart of cultural exchanges and experiences between the young people from the 3 countries throughout actions and training.
