The WoSCoP mobility consortium (ref: 2014-1-UK01-KA108-001376) for the year 2014-15 comprised WoSCoP and 3 college partners: Glasgow Kelvin College, City of Glasgow College and SRUC (Scotland's Rural College), all holders of Erasmus Charters for Higher Education. The 2014-15 HE Mobility project sent 9 individuals from 3 national partner organisations on staff teaching and training mobility visits to France, Italy and Spain. Subject areas covered included Social Sciences, Food Security, Hair and Beauty, Beauty Therapy, Childcare, Hospitality and Business and Travel.
The project was motivated by a bottom-up demand from member colleges for WoSCoP to undertake pathfinder activity that would lay a firm foundation for :
(a) larger scale multi-instututional collaboration between the consortium and other HEI networks (formal and informal) initially in the Programme and eventually in the Partner countries to develop innovative but practical responses to national and EU aspirations for modernising higher education and the European Commission's commitment to "Rethinking Education" and the McKinsey Report on "Education to Employment";
(b) individual ECHE-holding member colleges to work together to develop their own capacity for smarter participation in the higher education strands of Erasmus+ over the programme's lifecycle.
This was based on developing, in the first instance, programme of staff mobility opportunities - teaching and training - for key curricular, managerial and student support staff in consortium member institutions. The underpinning strategy for identifying participants and opportunities was their scope - in terms of professional competences and existing knowledge - for establishing strong connections with other HEIs and relevant networks in a range of countries that could, subsequently, provide a solid framework for future Key Action 1 and Key Action 2 projects in the coming years.
The consortium's activities during its initial sixteen months of operation were complementary to any specific subject-driven Erasmus+ mobility activities undertaken by the member HEIs: these were organised, managed and quality assured by the respective HEIs. The consortium's activities were aimed at securing senior management support for embedding staff and student mobility in the strategic development plans for each of the participating HEIs and for acquiring policy learning through participation in mobility to inform the fine tuning of national - UK and Scottish - and sectoral policies and priorities for mobility and transnational cooperation.
This is particularly important in Scotland, given its extremely low rates of outward staff and student mobility in general and for the college sector, which is only taking its first steps towards meaningful engagement with the European Higher Education Area.
