"Health care professionals mobility – VET" is an innovative and experimental project based on the theme of social professions. The target group consists of twelve young recent graduates, aged between 22 and 30 years, who have successfully completed, at an accredited VET school, a training program aimed at achieving the qualification of “Socio-healthcare operator” or “Social-care Operator” and intend, therefore, carry out an internship abroad within a year of their qualification.
They are "skilled professions in the health and social services" (Isfol-Istat). The transnational partnership is composed by three partner countries, Spain, France and Ireland; there are three sending groups for four students lasting 10 weeks. Considering the high demand for employment of these operators, the project intends to work on the strong differential between the skills provided by the average training courses financed by at regional o private level and the skills requests from companies willing to take on, bridging the gap between the expected and actual occupational profiles and contributing, through the experience abroad, to identify the skills that increase their productivity.
The project objective is, then, to address two matters: the need to create new opportunities for advanced training especially for segments of the population at greatest risk of long-term unemployment and social exclusion and the will to build a quality training model in a field with one of the highest employment potential as possible in Sicily.
The project provides a work-training programme: the training time starts before the departure with the cultural and pedagogical preparation, orientation and introduction to the experience to promote a previous knowledge on the destination country and type of work. The insertion will take place at health care facilities (such as private hospitals) and social structures (day care centers, nursing homes, home care, recovery community, group homes, residential communities).
The project provides for constant monitoring and mentoring of students by staff specially dedicated by the host institutions and intermediaries. Each institution involved has participated from the beginning to the creation of a shared proposal in which were divided and identified the roles of each member for every operational phase. The signing of the "Commitment to quality partnership," the "Agreement of Mobility-Learning - ECVET" and the "Memorandum of Understanding" will be the operative instrument.
The project is preordained to achieving results related directly to participants and others in the partnership. The learner will increase his previous professional and transversal skills comparing with different work situations and will be encouraged and facilitated in its "competitiveness working " at European level recognized by the validation of the training and professional path through the validation device ECVET in its report to the EQF.
The applicant will start a network with organizations working in the field of mobility and the implementation of a dynamic group of associations and companies operating in Sicily. For all the partnership: improving standards of quality and reliability in the management of professional internships. Overall, it will respond to the need repeatedly denounced by health care providers to improve the quality and comprehensibility of skills. The project as a whole encourages active policies to promote the employability of young people especially in regions with high unemployment such as Sicily, in particular, in the area of health care where there is a greater job opportunities. It will help in the long run, compared to the Europe 2020 priorities for the education system, to making lifelong learning and mobility a reality in the field of project workable, creating a more inclusive system of education, promoting gender equality, social cohesion and active citizenship as well as contribute to a strengthening of the stakeholders in the process of cooperation at EU level.
