In the book “From policy to practice - A systemic change to lifelong guidance in Europe” published by the European Centre for the Development of Vocational Training” (CEDEFOP),it is stated that the rise of an information based society requires development in guidance. In May, 2004,the EU Counsel Proposal emphasizes the necessity of reforms in guidance practices to support learning in all ages, for life-long guidance. To improve life-long guidance, The European Lifelong Guidance Policy Network (ELGPN) is founded to start European co-operation. Turkey is a member of this network. In the 2014-2018 Turkish Life-Long Learning Policy Paper, the Supreme Planning Council took strengthening the Life Long Guidance and Counselling System among its priorities.
This project is on strengthening the life-long vocational guidance and carrier counselling in our county in relation to the works on this matter in the EU and Turkey. This project was presented as a LDV project before by Ahi Evran MTAL, one of our local partners, but it was rejected due to the shortfalls of their partners. We present this project again after we reinforced the partnership structure and completed the shortfalls. We insist on this project as we are determined to solve this problem in the county.
The vocational guidance services in the county is limited to helping school and university choices, as the counselling personnel don’t have the necessary professional competency on the matter. The situation isn’t different in the rest of the country, as the researches have pointed out. In a research, only 38% of the counsellors mention that the vocational guidance is life-long(Korkut,2007).
This project aims to improve the professional competency of vocational guidance personnel in life-long vocational guidance and carrier counselling. The ultimate goal is to improve the quality of vocational guidance services in the county and to ease the employments of the graduates.
In this project, there are 33 participants in total; counsellors, vocational teachers in different areas as class counsellors, administrators responsible for vocational education and counselling, and the teachers of English as class counsellors.
The project consists of preparation, mobility, dissemination, evaluation and reporting phases. As the preparation, participants are going to take a pedagogical training by the academicians from the Counselling Department in The Faculty of Education of Celal Bayar University. There are going to be English, German and Hungarian language courses, and a seminar on the EU culture as a cultural preparation for the participants.
The mobility actions take place in Germany and Hungary. In the first flow,17 participants are going to be in Weiterbildungsinstitut WbI in Oberhausen, Germany between 10.04.2016 - 17.04.2016,and in the second flow 16 participants are going to be in Kaesz Gyula Faipari Szakközépiskola és Szakiskola in Budapest, Hungary. During the mobility actions, participants shall improve their professional competencies with the academic trainings in the matters of new approaches to life-long vocational guidance, innovative vocational guidance methods, interviewing principals and skills in carrier counselling, etc. Moreover, they shall improve their experiences with examinations in continuing education centers and vocational high schools and observations at work.
In the dissemination phase, our directorate is going to give training seminars in the project matter both to the participants and to the staff in counselling in the county.
The project is going to be run in the project cycling mentality; each phase shall be evaluated against the possible risks by the teams of educational administrators trained in project cycling.
At the end of the project, professional competencies and skills of the participants shall be improved. There shall be an active vocational guidance services in vocational education institutions in the county and the quality of vocational education shall be improved. The Life-long Vocational Guidance Unit, established at the end of the project, shall provide a life-long vocational guidance and carrier counselling for everybody in the society by presenting life-long vocational guidance and carrier counselling service for graduates and working people. The success in vocational guidance service shall affect the quality of vocational education, and this shall result in the employment of graduates as a qualified staff member.
The project shall help the formation of the EU consciousness in the participants and the vocational education institutions and shall influence other schools and educators and form awareness for EU dimension in their future projects.
