From comparable importance, the communes of Soler and Puigcerda are both located on a transborder axis successively borrowing the valleys of the Small fireclay cup and Sègre, of Perpignan with Lérida. It y a historical transportation route, by which Hannibal and its elephant would have passed and, undoubtedly, Roman legions, the troops of Ab al Rahman, those of Spanish and French at the time of the wars of the Revolution, etc. It currently now; an essential transborder artery economic and tourist, profiting all the year from an important international transit.The comparison stop there with : at 1 200 meters of altitude, Puigcerda is the most important urban area of Cerdagne, where she plays a part of small metropolis. In the plain of Roussillon, Soler is part of the cord of communes surrounding Perpignan and constituting its urban community. From these differences the two communes drew matter to build a constructive complementarity.The two cities are of long time associated by close links, which result in all kinds of meetings and exchanges, particularly in the direction of youth A transborder meeting was arranged at All Saints' day 2013 in Villefranche de Conflent within the framework of the European program youth in Action.Another one was during summer 2014 at St Cyprien.Sporting and festive meetings regularly gather the young people of the two communes.It about to reinforce solid identity links, mainly in two fields:- to renew interest of the young people for these transborder meetings by proposer a challenge in sporting matter and symbolic system: to cross the border via the mountain, in occurrence a col- to inform them on the European assistances as regards transborder mobility, particularly from the professional point of view in the medium term.So the group will be composed of 24 young people (12 on each side, as many girls as boys on the whole), from 13 to 16 years framed by 2 presenters (1 of Soler, 1 of Puigcerda). Very particular care will be taken of the participation of JAMO and young handicapped total staff complements). The motivation for the project will constitute another selection criteria.The accommodation will be ensured the Center of Initiation with the Heritage and Environment of Villefranche de Conflent, open since 1979, (approved Youth and Sports and State education).The stay will understand:- a shutter information discusses on the geographical, historical and economic specificity which this transborder axis constitutes valley of the Small fireclay cup/valley of Sègre- a physical shutter preparation with the challenge (for each participant, one half-day of speleology, one half-day of one half-day of canyoning, one day of preparatory excursion mountain)- a technical shutter preparation, with intervention of the Group of Gendarmerie Mountain to present the requirements as regards excursion mountain- a psychological shutter preparation, while insisting on the values attached to the mountain: preliminary reflection, organization, methodology, discipline of group, solidarity…- a shutter documentation on the opportunities given by the European Community as regards mobility transfrontalière young people, with intervention a European elected official- a technical shutter devoted to the catch of photographic views, allowing to then restore the objectives and the course of the meeting.The stay will finish on :- a displacement in the bus of Villefranche de Conflent to Eyne - a hiking of Eyne (altitude 1600 m) with Llivia (Cerdagne Spanish) via the Col Saint Vincent framed by a guide of medium mountainsThe pictures taken throughout the meeting, and particularly at the time of the excursion, will make object, before the meetings of handing-over, of a selection by the young people themselves, and an assembly accompanied by explanatory comments, carried out with the services youth of the two municipalities.This exposure will be inaugurated in each Town hall the day of the handing-over of Youth Not. It will be then presented to the seat of the association culturelle of Villefanche de Conflent, with the Hotel of the Department of the P.O., etc. and will remain at disposal of the DRCJS of LR and of ERASMUS+.Our methodologies will support on a very early implication of the young people to the design of the project and all the stages of its realization under the permanent control of the two municipalities concerned. the expected impact is triple:- on the young people as regards motivation, of knowledge themselves, of satisfaction to have made a success of a challenge, and of discovered or deepening of the prospects offered by Europe- on their family entourage, friendly and school, by the diffusion of the above mentioned elements- on the elected officials: reinforcement of the links between communes
