On May 19, 2010, the EU Directive EPBD 2002/91/EC has been updated, specifically for buildings with a cooling capacity of >12 kW. This EPBD contains guidelines, methods and requirements for regular, periodic inspection, testing and certification of the energy performance of old and new buildings (with an obligation of at least 1x per 5 years for installations between 12 - 45 kW). Due to the EPBD 2010/31/EG there's now an urgent need on the labor market for well qualified individuals to inspect, certify and maintain refrigeration installations (> 12 KW cooling capacity) for the comfort of persons. In the EU-partnership a growing shortage exists of certified inspectors to fulfill the requirements of the EPBD. Also there's a lack of up-to-date training courses, competence profiles and exams in these fields. An exception is Germany, which is at the forefront of VET and examinations (theory, practice) as inspector for these refrigeration installations.Main objective is the transfer of innovation in knowledge between VET- and VET-related organizations on inspection & certification of refrigeration installations >12 kW of cooling capacity. An important objective is realizing a new, innovative and transparent digital database with up-to-date competences.
