European Citizenship Learning in a Programme for Secondary Education

The Project ECLIPSE aims to develop, test, and implement a European Citizenship Curriculum in European dimension for pupils of grade 8 and 9 in the secondary school. The reasons for this project are in the need (s. Survey ICCS and Eurobarometer) of improving the education for citizenship and the European dimension in the member countries of the EU. The project is linked with the 1. priority: ‘School development, leadership and links with the world of work’, and with the 3. priority: ‘Support to transversal key competences’. The key competences (such as learning to learn, initiative, civic competence) and the European dimension are basic elements for the world of work at all levels, due to the challenge of sustainable development (Europe 2020). The Network involves partners with the different necessary expertise in educating young people and in training teachers. The proposal is based of previous and current in -depth research carried out by the six partners of the Consortium. The innovative character is to be found in the early developing of key competencies, focusing on active learning and selfplanning by the students, in supporting awareness in the choice of the upper secondary school or vocational training etc. and fostering links between formal and non formal learning. The issues addressed in the project need a European-level approach because of the closed interdependence among the European countries and of the mobility perspectives for young people. The cooperation between the partners allows the exchange of knowledge and best practices. The impact envisaged is in scientific and in practical field. Monitoring the steps of the work and disseminating the results will involve schools, representatives of the society, the media. The outputs will be in advanced research products, in curriculum modules and material, in selfevaluation tools as portfolio, produced in English and in the mother language of the participants countries, in paper and on line.
