EU Law and Risk Regulation

The rationale of the project is to bring together professors, scholars, students, practitioners, policy-makers and NGO representatives into a unique forum of the 13th session of the Dubrovnik seminar and conference and enable the exchange and creation of new knowledge and ideas on EU risk regulation. The event has become the central point of discussion among participants from the EU, Western Balkans region and the US.The EU law has taken a central role in regulating and minimizing risks across different policy domains. EU-level risk regulation has led to the adoption of harmonized rules and the creation of relevant institutions at the EU and Member States’ level. This proposal aims to contribute to and advance current research and teaching of risk regulation in the EU. For the purpose of this project, “risk regulation” is understood as the regulation of different areas of EU law - primarily food, tobacco alcohol, environment, animal welfare and the financial and banking sector - with the aim to minimize risks for public health and safety, life quality, environment, animal welfare and the functioning of the EU. While the central focus of the proposal remains legal, the lectures, presentations and discussions taking place at the 13th Dubrovnik session will necessarily also rely on other disciplines – primarily science, policy and economics – and will, therefore, be performed in an interdisciplinary manner, but within the legal context.The project is expected to have long-term impacts on students, junior and senior researchers, practitioners, decision-makers and civil society. The project will enable wide international dissemination of knowledge and ideas of EU law through senior scholars’ teaching, junior scholars’ research presentations, constant discussions and interaction, further research activities, publication; via the use of academic networks; and by encouraging the application of new knowledge by practitioners and policy-makers.
