The purpose is to establish an infrastructure for the free movement of knowledge through high-capacity networks and by developing eScience, with a view to interconnecting the research and education communities of the countries around the Baltic Sea. The costs associated with this network for communication are covered by the ordinary national principles for network cooperation. The additional costs of a complete ring fall mainly within the Baltic States and, if it is willing to join, Russia. The proposed technological, scientific and educational efforts are expected to have an immediate, short-term and long-term impact on industry and society in terms of visibility, technological advances and competence development. The project is planned to be completed within five years.
