Children who need special education are the children who differ from so-called normal children in physical, emotional and learning capabilities terms and have different needs due to this difference and need to be included in customized and individualized education programs in order to meet these needs. Among the children needing special education, early childhood years are of the essence. The fact that these children shall benefit from special education services by the help of appropriate methods and equipment in educational settings which are suitable for their needs during early childhood period is of great importance in terms of using their existing capacity at the highest level, establishing good relations with others, being trained as productive and happy citizens. For that reason, special education which is important is more significant during early childhood years.
In Basic Indications of Handicapped Survey in Turkey, population rate of the handicapped is 12.29% of the total population. A great majority of children who need special education live in İstanbul which is bigger than many European countries and where nearly 15 million people live. The employment gap in this field is nearly very big. It means, according to data on Istanbul from Handicapped Rights Examination Report of Turkish Grand National Assembly, 131.269 people took handicapped identity card in a decade. Over 80 thousand handicapped students are being trained in private and governmental enterprises clinging on Ministry of National Education. In the report mentioned above, it is stated that there is no other personnel apart from teacher to provide self-care skills in special education schools, so parents’ support is benefited, there is a serious gap for teacher and assistant staff in schools and studies for employment in this field should be initiated (www.tbmm.gov.tr)
Our schools, Istanbul,Istanbul Sultan Selim Technical and Vocational High Schools of Girls aims to meet the need for trained personnel in this field, help our students to be employed in this field and get experienced in special education applications in early childhood in scope of Europe by the help of its project in special education applications in early childhood.
Our project management method consists of the perspective of selecting the participants and partner institution, its planning and execution, evaluation and dissemination activities, which will be performed by project management team, including all stakeholders who have roles in the project in the management team, active participation of each member, responsibilities determined and success shared.
Our project shall be carried out in the institutions specialized in the field, which are Polonya in Bialystojk Przedszkole Samorzadowe Nr 36 and Hollanda in Heerhugowaard De Spinaker for 2 weeks.30 participants selected among female students who study at 11th and 12th grades of Children Development and Education field in, Istanbul,Istanbul Sultan Selim Technical and Vocational High Schools. Our project which is to be realized in 3 flows shall be carried out between 01/10/2014 and 01/10/2015.
Companion teachers shall be appointed in our project and 2 companion teachers will accompany in each flow.
Results foreseen at the end of our project are as follows:
-participants shall be specialized professionally in special education applications in early childhood
-participants shall improve their language skills
-participants shall be employed in special education fields
-participants shall be acquainted with different cultures, gain resistance against racism and discrimination
-Europeanism consciousness shall be raised
-participants shall have such characteristics as entrepreneurship, self-confidence, patience, cooperation and understanding .
The effect of our project shall continue for a long time, and this effect shall be the fact that the participants’ awareness about this field shall raise and help the individual needing special education and their families with their burdens, and struggle to reintroduce these individuals to society.
