What? The Erasmus Mundus Master of Science in Public Sector InnOvation aNd EGovERnance (PIONEER) has as main objective to provide students with specialised knowledge about public sector innovation and the role of ICT and technological evolutions in the innovation process: given the multiple challenges the public sector is dealing with and the number of technological possibilities to address those challenges, interdisciplinary knowledge is necessary to understand how ICT can be used and implemented within the public sector for better service delivery. This is a joint programme aimed at addressing actual topics in Public Administration, Information Systems and eGovernance and building bridges between the fields. For whom? This is a 120 ECTS programme and has as target group students from various disciplines who already obtained a bachelor degree in informatics, engineering, social, political science, criminology, business, or law. Other applications will also be taken into consideration.How? The programme consists of four main topics: (1) public governance, (2) information management and information systems, (3) technology and digital evolutions for the public sector, and (4) public sector innovation and eGovernance. Students will start at the KU Leuven with courses on public administration and management, the use of information systems in the public sector and an introduction into eGovernance practices. They will also receive methodology courses and an introduction into the future challenges of the public sector. Then students will move to the University of Münster in order to create insight into the use of ICT for business processes, ICT projects, new methods of service delivery and the possibilities of ICT for governance purposes. Afterwards the students will move to Tallinn University of Technology to gain in-depth knowledge on the possibilities of eGovernance, the role of eGovernance towards society and trends in public sector innovation. In the fourth semester, students will concentrate on their master thesis, collecting the final 30 ECTS. The master thesis can have two tracks: students can choose to do an internship in a professional organisation as part of their master thesis, or they can conduct research at a research institute. All courses are obligatory.What for? The programme is interdisciplinary and international, contains a diversity of learning methods and is beneficial on many levels: it addresses a current need within the public sector, it includes the involvement of both academic and professional organisations, focuses on actual cases, and enriches the different fields involved by taking into account the economic, social and cultural context of public sector organisations. Students have the opportunity to receive an academic education in three international recognised universities. The joint master degree will be delivered upon successful completion of the programme by all three partner universities as one diploma.
