This is a proposal for a multilateral project under LLP KA4 Dissemination and Exploitation of Results,designed to support and extend the progress made to date by Europe’s public libraries in supportinglearning for all age groups and sections of society, by disseminating, consolidating and enhancing thework of key existing networks, projects and initiatives in this area. It will focus on the contribution to bemade through informal learning settings in libraries to lifelong learning, combating digital illiteracy andsocial exclusion, paying special attention to gains achieved through the applications of ICT.The main objectives of this project will be:• to identify, describe and disseminate the many instances of good practice, specific services, toolsand approaches used for learning in public library settings, building on work conducted under anumber of different actions, in order to support the multiplication and mainstreaming of theseactivities and to enable a fuller understanding of their contribution to Europe’s learning agendas,backed up by recommendations to Member States and the EU for supporting and extending thecontribution of this part of the informal sector to lifelong learning policies and actions• to provide an evidence-based framework for further and wider comparison and exploitation of theseresults within and between countries, especially where this relates to impact on learners, withpotential for future use in the context of comparative research studies.The key results of ENTITLE will include: the production of guidelines and recommendations; theestablishment of a web-based dissemination environment for guidelines, recommendations and casestudies; consultation and the promotion of innovation via a series of national workshops; theestablishment of an impact assessment framework which will contribute to the comprehension of thewhole learning sector of the specific contributions which are being and can be made by libraries; andprovision of a basis for future comparison, experience sharing and assessment of progress. Theseresults will be valorised and endorsed by means of a Final Conference for policy makers.
